Dear Mr Nash,
Thank you for your clarification and I will take that into account when
preparing our response.
I forgot to mention in my letter the arrangements that are in place for
requests involving the Revenues & Benefits teams for both Weymouth &
Portland Borough Council and West Dorset District Council. In 2007, the
two teams merged into the Westwey Partnership as part of the changes being
made to the way in which certain services are provided. As part of that
merger, it has been decided that any requests to either authority in
respect of Council Tax, National Non-Domestic Rates (NNDR) or benefits
will be handled as covering both authorities and a joint response will be
provided. I note that you have made the same request to West Dorset DC
and I would ask that you close that request off and I will send our
response within the next few days.

Dear Mr Nash,
As I explained in my letter, we are considering exemptions and have not
made a final decision.
I am well aware of the Bexley decision and indeed I refer to it in the
letter. It is worth noting that decision was in relation to residential
properties whereas yours is for commercial properties. This is why we
have identified S43-Commercial Interests as possibly relevant in this
request. Whilst previous decision notices issued by either the
Information Commissioner or the Tribunal do provide guidance, they are not
classed as precedent and all requests are considered on their individual
merits.
In coming to a decision, the Council will consider all points and if,
following our decision, you are dissatisfied with our response, you may
then appeal. I will, however, provide with details of that procedure
should it be necessary.

With reference to the above request, I can confirm we are now in a
position to respond.
As I explained in my earlier letter, we were considering publishing this
information on our website. We have now decided that this is best course
of action for the Council. Accordingly, we are invoking the exemption
under S22 of the FOIA - Information intended for future publication. We
have not set a date but we expect to publish in the latter half of the
year.
I am sorry that I cannot answer your request and, under the terms of the
FOIA, you have the right to appeal this decision. If you wish to do so,
please write to the Customer Complaints Manager at the address below. If
your appeal is unsuccessful, the you can appeal, in writing, to the
