Additional funding for disabled children's services

Kate Higgins (fSDC liaison project) made this Freedom of Information request to North Lanarkshire Council

North Lanarkshire Council did not have the information requested.

From: Kate Higgins (fSDC liaison project)

8 November 2009

Dear Sir or Madam,

The Scottish Government received £34 million Barnett Consequentials
from HM Treasury in 2007-08 arising from new money to implement the
Aiming High for Disabled Children strategy in England. Under the
Concordat, the Scottish Government has allocated that £34 million
to local authorities as part of the GAE settlement.

I would like to request the following information under the Freedom
of Information (Scotland) Act 2002:

1. Please provide information which shows how much your local
authority received as its allocated share of the £34million in:

a) 2008-2009 and
b) 2009-2010

In responding to this request, please consider all relevant
information which might accurately confirm the amount received,
including information contained within documentation such as
budgets and related papers; council and committee papers and
minutes; correspondence between and among officers, or between
officers and third parties; meeting papers; and any other relevant
papers and documents.

2. Please provide all information - including information contained
within budgets and related papers; council and committee papers and
minutes; correspondence between and among officers, or between
officers and third parties; meeting papers; and any other relevant
papers and documents - showing:

a) how you intended to spend your allocated share of the
£34million, and
b) how you actually spent your allocated share of the £34 million.

Please provide this information for both 2008-2009, and 2009-2010.

If you need any clarification in relation to these requests, please
let me know.

Yours faithfully,

Kate Higgins (fSDC liaison project)

Dear Hazarika Sandra,

I note that you have failed to respond to my request in relation to
additional funding for disabled children's services within the
statutory time limit, nor have I received an explanation for the
delay.

I would appreciate receiving both at the earliest opportunity.

Many thanks

Yours sincerely,

Kate Higgins (fSDC liaison project)

Dear Ms. Higgins,

Request for Information

I refer again to your e-mail dated 8 November 2009 seeking information on
additional funding for disabled children's services.

In the first instance I should acknowledge that this response falls
outwith the statutory deadline outlined in the Freedom of Information
legislation - and for this I apologise.

Having investigated, I can advise that the authority received no funding
in the terms of your description.

By way of some assistance, I can advise that HM Treasury announced,
following publication of a report entitled "Aiming High for Disabled
Children", that additional funding of £340m would be made available to
support families with disabled children.

Through the Barnett formula, HM Treasury allocated resources to the
Scottish Government, of which £34m was deemed to relate to the additional
funding for disabled children.  This £34m was allocated to Scottish
Councils as part of their overall finance settlements and was not
"ringfenced" or allocated to services for a specific purpose.  The
Council has of course allocated resources to support children with
disabilities.  These are integral to the overall Service budgets and are
not categorised under a unique budget heading.

I hope this information is sufficient for your purpose.  If, however, you
require further information - or I can assist in any other way - please
let me know.

Yours sincerely,

Sandra Hazarika
