Dear Wiltshire Council,
Please can you -
Quantify Holiday, Christmas, Birthday, Initial Clothing and School
Uniform Allowances paid in respect of Foster Children in your area
Explain what help your Council gives LOW INCOME Natural Parents to
try to prevent their children being given away to more affluent
Foster Parents who are then paid substantial NON-MEANS-TESTED
Allowances to provide the children with a standard of living that
their own parents couldn't afford to provide them with.

Freedom of Information Request
Further to your email of 27th July 2010 in which you made an
application under the Freedom of Information Act 2000 I am pleased to
provide you with the following information as requested:.
* Quantify Holiday, Christmas, Birthday, Initial Clothing and School
Uniform Allowances paid in respect of Foster Children in your
area
*
* Please see attached Foster Carer Rates document
School Uniform is included within the foster carers allowance
* Initial Clothing allowance - can be paid, but for emergencies only
* Foster carers will be entitled to 56 "weekly" payments. The extra four
weeks are to allow for expenditure connected with birthdays, Christmas
or other religious festival and holidays.
* Explain what help your Council gives LOW INCOME Natural Parents to
try to prevent their children being given away to more affluent
Foster Parents who are then paid substantial NON-MEANS-TESTED
Allowances to provide the children with a standard of living that
their own parents couldn't afford to provide them with
* " The council has a responsibility under Part III of the Children Act
1989 which sets out the responsibilities of the Local
Authority support to Children and Families.
Sec 17 says in 1 It shall be the general duty of every local
authority ( in addition to the other duties imposed on them by this
part to )-
(a) to safeguard and promote the welfare of children within thier area
who are in need; and
(b) so far as is consistent with that duty, to promote the upbringing
of such children in their families.
Under part (6) The services provided by the local authority in the
exercise of functions conferred on them by the section may include
giving assistance in kind or in exceptional circumstances in cash.
Each child and their families circumstances will be individually
assessed and may result in the provision of services including
financial support to prevent the need for a child or young person to
become looked after.
It is not possible to specify an exact amount of money as each case is
indidually assessed according to need.
