Actual cost of HS2

Antony Chapman made this Freedom of Information request to Her Majesty’s Treasury

Response to this request is long overdue. By law, under all circumstances, Her Majesty’s Treasury should have responded by now (details). You can complain by requesting an internal review.

From: Antony Chapman

23 August 2011

Dear Her Majesty’s Treasury,
The Department for Transport says in its Consultation
leaflet"Summary of the HS2 Economic Case" that the cost of HS2 from
London to Birmingham at 2009 prices would be £17bn. This figure has
been calculated by discounting future year values to a 2009 present
value. Please tell me the figures which the Treasury is using for
Budget purposes, being the actual cash payable to contractors
throughout the construction period. Also the same figure for the
extension from Birmingham to Manchester and Leeds.

Yours faithfully,

Antony Chapman

Dear responses, FOI - HMT,

I find it difficult to believe that the Treasury has no budget
figures for any national expenditure beyond 2015, only four years
away. At what stage does it start looking further into the future?
It surely cannot wait until 2015 before looking at figures for 2016
and beyond?

Any responsible finance department with enormous capital
expenditure projects would have calculated the actual cost until
the end of the construction period. Is the Treasury different?

Yours sincerely,

Antony Chapman
