I am seeking all information that is available under the freedom of
information act regards following;
1. Please detail all/any act/s of terrorism that has been carried
out in your force area by a terrorist organisation and or person/s
acting on behalf of such an organisation/s over the period of the
last 15 years.
2. Please supply total cost/s to taxpayer of each/every case
relating to 1 above.

Dear Martin McGartland,
I write in connection with your request for information which was received
by Greater Manchester Police today. Your request will now be considered
in accordance with the Freedom of Information Act 2000 (the Act). You will
receive a response within the statutory timescale of 20 working days as
defined by the Act, subject to the information not being exempt or
containing a reference to a third party.
In some circumstances Greater Manchester Police may be unable to achieve
this deadline. If this is likely you will be informed and given a revised
time-scale at the earliest opportunity.
There may be a fee payable for the retrieval, collation and provision of

You claim in your 19th March 2012 letter,

, that you checked for ‘ ... any recorded history of requests for
information specifically with Greater Manchester Police (GMP). I
have been unable to locate any requests for information from you.”
What you in fact mean is that you are well aware that I have NEVER
made any other FOI requests to GMP. GMP refused my request
unlawfully because they had been simply coping and pasted other
public authorities unlawful ‘vexatious’ replies, the wild claims
and lies.
I am not at all happy with the way in which you nor GMP have dealt
with this request nor the why you dealt with the internal review. I
am now requesting a more detailed explanation as to why and how
this matter was dealt with in this way.
I can confirm that I will also be making a complaint to the ICO
concerning this matter. I will also be making a further FOI request
as a result of your reply.
You also asked me to; “Please clarify what is meant by your
descriptions ‘act of terrorism’ and terrorist organisation.’ If you
don’t know what it means perhaps you need to past this matter to
another person to deal with this request.
My request is very clear, I am seeking all non-exempt recorded
information that relates to any act of terrorism that has been
carried out in your force area. Also, details of the terrorist
group, organisation involved. Now please deal with the request and
stop causing unnecessary delays.

Thank you for your email.
I can confirm that GMP still seek clarification from you regarding what you mean by 'Act(s) of Terrorism'.
Although there is a public perception of what is an Act of Terrorism (i.e. large scale disorder and loss of life/property such as a bomb being detonated), in reality 'terrorism' is a very wide description of criminality. An 'Act of terrorism' could be as large as loss of life/property or as small as the sale of counterfeit goods. These examples are not exhaustive and to locate all information held for the last 15 years which is in any way connect to terrorism or any terrorist organisation or by an individual acting on their behalf would be impossible without further clarification.
In relation to 'terrorist organisations', I can interpret this as meaning prescribed illegal organisations. However, this would again be a wide description and it would clearly not be known in each case if an individual is 'acting on behalf' or any such organisation when involved with criminality.
Unfortunately, without further clarification from you I cannot even begin to search for the requested information.
I will now close this request as adequate clarification has not been provided within a reasonable time. Should you provide clarification in future, this request will be re-opened and treated as a new request for information under the Freedom of Information Act.
