FREEDOM OF INFORMATION ACT 2000: REQUEST 348638
Your request for information has now been considered and our response is
as follows:
The digital aerial installation process consists of installing a communal
sky satellite dish along with a communal digital aerial and FM DAB digital
aerial. This system is known as an IRS.
The IRS that is installed on each block will have two cables running from
it, surface mounted on the external fabric of the building and a coil of
cable left outside each residents living room window/balcony in
preparation for the internal wall socket to be installed.
A series of three letters are sent to each resident asking them to call a
specific appointment line to arrange for an engineer to visit and install
the wall socket into their home. Should a tenant ignore the first letter,
a second is sent, then a third and final letter.
If a tenant does not respond to the third letter, we cannot deem this as a
refusal as there may be unknown circumstances for their non-response which
we may not be aware of. Therefore we have not officially been told that a
tenant refuses to grant us access to their homes to have this work carried
out. As a result, we have not taken any action against tenants who have
not responded to the third and final appointment letter. The third letter
does explain to residents that failure to make the appointment will result
in a loss of television services to the property, but of course residents
may still have reasons for not responding to this letter.
However, should we officially be told by a resident that they refuse to
allow access into their homes, the special projects team, who manage the
digital aerial upgrade, would refer the matter to the tenancy management
team at the local area housing office. It would then be the responsibility
of the tenancy management team to inform the tenant that they may be in
breach of their tenancy agreement, which may stipulate that access is
required by Council and HFI staff in order to upgrade, repair or maintain
the Council owned property.
