ACPO Members Discipline

P. John made this Freedom of Information request to The Association of Chief Police Officers of England, Wales and Northern Ireland

The request was partially successful.

From: P. John

28 January 2012

Dear The Association of Chief Police Officers of England, Wales and
Northern Ireland,

In recent years, a surprising (to me) number of the UK's most
senior police officers have faced disciplinary action for serious
misconduct.

Examples include Deputy Chief Constable Gordon Fraser of Leicester
Police (suspended in December 2010 amid allegations of fraud and
gross misconduct and apparently still suspended), Chief Constable
Graham Maxwell of North Yorkshire Police (issued a final written
warning for nepotism), Chief Constable Sean Price and Deputy Chief
Constable Derek Bonnard of Cleveland (suspended amid fraud and
corruption allegations). Sir Paul Stephenson Commissioner of the
Metropolitan Police and Assistant Commissioner John Yates recently
resigned as a consequence of their failure to adequately address
phone tapping. An unnamed 52 year old female Metropolitan Police
officer recently arrested by the Metropolitan Police on suspicion
of receiving bribes.

It surprises me, because I would hope someone appointed to be a
senior police officer would exhibit outstanding levels of honesty
and integrity to merit that position of trust.

Therefore please could you disclose to me,

- which of the officers above are ACPO members {Gordon Fraser,
Graham Maxwell, Sean Price, Derek Bonnard, unnamed female officer}
- how many ACPO members are currently facing disciplinary
procedures or prosecution for misconduct
- how many ACPO members are currently suspended

For the past 5 years please could you summarise for me
- how many ACPO members have been dismissed from the police service
for misconduct
- how many ACPO members have been issued with written warnings for
misconduct
- how many civilian ACPO staff have been dismissed
- how many civilian ACPO staff have been issued with written
warnings for misconduct

many thanks
Yours faithfully,
P John
