Dear Home Office,
I have provided evidence of deception by ACPO regarding speed
camera Type Approval, and have been waiting since June 2009 for the
result of my appeal against the defective response to my original
FOI query dated 10 January 2009.
The January 2009 FOI relates to a query about false information
supplied in November 2007.
It is illegal to delay a FOI for such a long time.

The Home Office still will not release the result of the final
appeal, which was completed in January 2010, and will not provide
any explanation.The service standards are very unsatisfactory.
I would like to know more information about Home Office Information
Management Servicies (IMS).
QUERY ONE.How many full and part time staff currently work within
IMS for the purposes of Information management?
QUERY TWO.How many FOI requests were received and completed during
the past 12 months? How many of these completed FOI`s were followed
up by requests for appeal process?
QUESTION THREE.What is the current IMS workload regarding number of
FOI requests pending initial completion and pending completion of
appeal process?
QUESTION FOUR.Who is the person who will be responsible for finally
authorising release of the response to my appeal ref. FOI 11156 ?
QUESTION FIVE.Please advise of the Home Office departments or
outside agencies contacted (with date of contacts) since January
2010 relating to Appeal Ref FOI 11156.
This new query will help the public to understand the workload of
IMS, and points four and five will help me understand the causes of
the delays to my appeal.

Dear Home Office,
I still wish this FOI to continue despite the fact that a response
to my appeal has finally been received.The final reply is
unsatisfactory and has been referred to the Information
Commissioner`s Office.
I am sure that the Home Office Information Management Services does
not consist of many nameless people ashamed of their work.
I would like to know the staffing levels, as requested, plus the
actual name of the person who has finally authorised disclosure.
This person`s high salary incorporates a responsibility for
leadership and accountability and if they refuse to be identified I
would appreciate a valid explanation for their shyness.

Dear Home Office,
You really appear to be totally devoid of integrity or lacking in
quantity or quality of staff.Please delete question 5 of this
enquiry so that it becomes very easy to complete.
Please note that, according to your service standards, you are
supposed to have acknowledged this FOI without having to be
reminded.
Please complete this now simplified FOI so I can comprehend why you
are failing to cope.You should be able to complete the simplified
request within 48 hours unless everyone is on extended leave.
Please note that the 6 month delay in providing disclosure of the
Type Approval data from my previous FOI has been totally
unacceptable, and therefore I consider it legally acceptable, in
terms of FOI exemptions, to post a further FOI relating to the Type
Approval data despite it being concurrent with this FOI. There is
no intention of causing harassment or being vexatious.
I am sorry that my patience has run out but I do need to progress
these issues to conclusion because the previous information appears
to have discrepancies.

Dear FOI Responses,
Thank you for your reply informing me of your workload levels. I
would appreciate clarification of the response to question 4
regarding accountability.
The question is who is the person at the highest level who has
reviewed and agreed the issuing of the response to my original FOI?
The reason for this clarification is that Mr Bragaglia is an
Information Access Consultant and I thought that someone higher
would be checking and authorising releases.Freedom of Information
requests may indicate issues of concern that deserve further
attention other than a basic response.

Dear Home Office,
In the absence of a reply I shall presume that Sir David
Normington, Permanent Secretary, is the person who has been
controlling the release of information.
Despite the change of Government the day to day running of systems
should not be seen to grind to a halt.It does not look good to
ignore requests for response.
