Achieving compliance with Policing Pledge.

S. Davis made this Freedom of Information request to Avon and Somerset Constabulary

The request was partially successful.

From: S. Davis

27 January 2010

Dear Avon & Somerset Constabulary,

Could you please provide details in relation to the following 2
Policing Pledge items:

"3. Ensure your Neighbourhood Policing Team and other police
patrols are visible and on your patch at times when they will be
most effective and when you tell us you most need them. We will
ensure your team are not taken away from neighbourhood business
more than is absolutely necessary. They will spend at least 80% of
their time visibly working in your neighbourhood, tackling your
priorities. Staff turnover will be minimised."
=> By day, week or month for the last 12 month period - what % of
the NPT time for the Ashley Down area/beat was actually spent
"visibly working in your neighbourhood, tackling your priorities."

"4. Respond to every message directed to your Neighbourhood
Policing Team within 24 hours and, where necessary, provide a more
detailed response as soon as we can."
=> By day, week or month for the last 12 month period for the
Ashley Down area/beat - what % and what total number of messages
were NOT responded to within 24 hours. By a response I don't mean
an automated response like this -"thank you for your message we
will be in contact ASAP"

Yours faithfully,

S. Davis

Dear Sir/ Madam

I write in connection with your request for information dated 27^th
January concerning 2 policing pledge items.

Your request for information has now been considered and I am not able to
supply the information you have requested.

Specifically you asked:

"3. Ensure your Neighbourhood Policing Team and other police patrols are
visible and on your patch at times when they will be most effective and
when you tell us you most need them. We will ensure your team are not
taken away from neighbourhood business

more than is absolutely necessary. They will spend at least 80% of their
time visibly working in your neighbourhood, tackling your priorities.
Staff turnover will be minimised."

1) By day, week or month for the last 12 month period - what % of the NPT
time for the Ashley Down area/beat was actually spent "visibly working in
your neighbourhood, tackling your priorities."

We have put in place a number of polices and procedures to maximise the
time the neighbourhood officers and PCSO spend on visible patrol however
the statistics for the previous 12 months are not held.

"4. Respond to every message directed to your Neighbourhood Policing Team
within 24 hours and, where necessary, provide a more detailed response as
soon as we can."

2) By day, week or month for the last 12 month period for the Ashley Down
area/beat - what % and what total number of messages were NOT responded to
within 24 hours. By a response I don't mean an automated response like
this -"thank you for your message we will be in contact ASAP"

Again we have put in place a number changes to ensure this happens both
during the week and weekend. However the statistics for the previous 12
months are not held.

The issue that we do not routinely collate these statistics has been
identified, and measures to capture the performance of the pledge will be
put into place shortly.

I would like to take this opportunity to thank you for your interest in
Avon and Somerset Constabulary

Yours sincerely,

If you are not able to provide the data for the period requested
are you able to provide it for any other period - such as the last
6 months, 5 months, 4 months, 3 months, 2 months, 1 month? If you
are not when do you expect to be able to capture and report on such
data?

Date 18 March 2010
Dear Sir/ Madam

I write in connection with your request for information dated 17^th
February concerning the policing pledge following on from your original
request.

Your request for information has now been considered and some of the
information asked for is below.

1) By day, week or month for the last 12 month period (or shorter period
if not available) - what % of the NPT time for the Ashley Down area/beat
was actually spent "visibly working in your neighbourhood, tackling your
priorities."

The Freedom of Information Act only applies to information that is held/
recorded. Following on from your previous request whilst this information
was not held, in this instance I have been able to calculate that the
Ashley Down beat area NPT has spent 97% of their time visibly working in
the neighbourhood for the last 12 months. I am unable to provide this
information for PCSO's on the team as this is not recorded, however they
will only be extracted as a result of a significant major incident which
is very rare.

As previously stated we have put in place a number of polices and
procedures to maximise the time the neighbourhood officers and PCSO spend
on visible patrol. The issue that this information is not currently being
recorded has been raised and is in the process of being actioned, this
will be effective in due course however I am unable to give you a specific
date.

Specifically you asked:

"4. Respond to every message directed to your Neighbourhood Policing Team
within 24 hours and, where necessary, provide a more detailed response as
soon as we can."

2) By day, week or month for the last 12 month period (or shorter period
if not available) for the Ashley Down area/beat - what % and what total
number of messages were NOT responded to within 24 hours. By a response I
don't mean an automated response like this -"thank you for your message we
will be in contact ASAP"

It is my understanding that the policing pledge refers to messages sent to
the NPT, of which receive an automatically generated response. As your
request specifies that you do not want the automated response to be
considered I am therefore still not in a position to provide these
figures. However as previously stated this issue has been raised and will
be addressed in due course.

I would like to take this opportunity to thank you for your interest in
Avon and Somerset Constabulary.

Yours sincerely
