Dear Ministry of Defence,
I am making this request for information under the terms of the
Freedom of Information Act 2000.
Please provide the following information:
- The total number of Army Cadet Force (ACF) Training Safety
Advisors (TSAs) and their total cost of employment in each of the
last 5 years.
- The total strength of the ACF (cadets and CFAVs) in each of the
last 5 years.
- The total number of incidents/accidents reported in relation to
ACF personnel, by way of MOD Form 492, in each of the last 5 years.
I am seeking to establish whether ACF TSAs represent good value for
money in these times of austerity when frontline units are facing
significant cuts in funding. Either that or were they introduced as
a knee-jerk response to the death of cadet Kaylee MacIntosh.
I look forward to a timely and candid disclosure, in accordance
with the spirit of the Act.

Thank you for your response.
Can you please confirm the meaning of "rounded capitation rate".
Am I right is assuming this is the mean of employing a TSA in that
particular year? If so does that figure include salary, allowances
and miscellaneous expenses reclaimed by the TSAs?

Peter,
Yes. The Capitation Rate does include the average salary for the
relevant grade, but does not include expenses or allowances.
Our accounting systems are not sophisticated enough to capture all the
costs incurred to employ and enable a TSA to undertake their duties.
These costs would be spread over a wide range of cost centres and trying
to identify any further detail is likely to exceed the appropriate cost
limit.
