Ref Freedom of Information Request 101000285899
Further to the email dated 20^th July 2011, I am contacting you with
regards to the above FOI request.
Under the FOI Act we have a duty to respond promptly or no later than 20
working days, however, if a qualified exemption applies to the information
and the public interest test is engaged, the Act allows the time for the
response to be longer than 20 days, and the information must be supplied
within what is considered a `reasonable' time scale considering the
circumstances of the case.
We have been in consultation with our Finance section and understand the
information you have requested may be considered Commercially Sensitive
and we therefore need to consider this in accordance with the following
exemption:
Section 43 Commercial Interests exemption provides that....
(2) Information is exempt information if its disclosure under the Act
would, or would be likely to, prejudice the commercial interests of any
person (including the public authority holding it)
We consider we may be able to reach a conclusion on: 19^th August 2011.

Further to my email dated 19^th August 2011, please see the response
below:

initiative?

Q. (1b) Capital Expenditure associated with Start-up costs and
depreciation thereof?
£255K
Local Authority accounting does not require us to account for depreciation
in the same way as private industry. Consequently there is no depreciation
charged to this account.
(1b) The value of sustaining grant(s) provided to maintain the Energy2
initiative during tax year 2010-2011 and forecasts for 2011-2012?
2010/11: £21,383.00
2011/12 projected overspend of £59k by year end (grants outstanding
total £50k). We are, however, reviewing costs, re-shaping and
re-structuring the service to drive down costs in view of the
Comprehensive Spending Review.
Q. (1c) The sources of funding defined in (1a and 1b)?
1a - Learning Skills Council
Skills Funding Agency

Q. (2a) The number of employees and total payroll expenditure, including
Minimum and maximum wages as of April 4th 2011?
7 employees plus two short-term Future Job Fund (FJF) Placements. FJF
monies can be reclaimed from the Government therefore we have not included
these salaries in the total.
The total payroll expenditure for year to April 2011 was: £109,147.39
(minus agency staff and FJF placement). For information, this figure takes
in to account staff who came in to and those that left the service within
the year.
Given the small number of staff concerned the actual salary could be
identified therefore we have provided salary bandings and not actual
salaries:
The minimum wage banding is: £15,000 - £18,000.
The maximum wage banding is: £37,000 - £47,000.
Q. (3a) Revenue for the latest accounting period?
Revenue (Income) received in 2010-11 inc grants: 233,443.42.
Revenue (Income) received to date June 2011-12 inc grants: £128,400.00
As advised above the grants outstanding total £50k.
