Dear grooks
In response to your request for clarification, the terms 'private' and
'contracted-out' prisons are generally interchangeable and can be used
side by side to assist in referring to prisons in the private sector.
It is possible these terms have their origins in the initial involvement
of private firms in providing custodial services through a management
contract programme, which was then replaced at the end of 1993 in favour
of Private Finance Initiatives (PFI) as a means of financing and
building new prisons. As a result, the terms 'contracted-out' which
could describe prisons from the management contract programme, and
'private' for those PFI prisons, entered into the prisons vocabulary,
but they effectively mean the same.
I hope this explanation is of assistance.
Yours sincerely
John Childs
