Accidents caused by vehicles moving off vehicle crossings on the A6110
Michael made this Freedom of Information request to Leeds City Council

Dear Leeds City Council,
Earlier this year i had a planning application to introduce a new
vehicle crossing from the A6110 to my house on Broadway, Horsforth
which was refused. The refusal came following advise from the
Highways agency that this could not be condoned due to the risks of
moving a vehicle onto such a busy road. May i at this point add
there are in excess of over 100 Vehicle crossings on the A6110,
with only very very few having a turning circle available for the
vehicle within the property.
I appealed the decision made by Leeds city council following the
initial decission, and personally provided details of all accidents
near the location of my property over the last two years. Not one
of these accidents had been caused by a vehicle moving off a
vehicle crossing. Please could you advise exactly how many
accidents have been caused on the A6110 by vehicles moving off
vehicle crossings?
Further to this could you also advise why the logic and advise
provided by the highways agency was not applied to all other
vehicle crossings on the A6110?

Dear Sir,
Thank you for your request for the above information which was received on
21 September, 2011. I can confirm that your request is being dealt with in
accordance with the Freedom of Information Act 2000, and that you will
receive a response within the appropriate statutory time limit.
Before proceeding with your request, however, I have been asked to gain
clarification on the information you require: In your request, you ask for
accident data from the A6110, however, having consulted with our Highways
Service, I am advised that this road does not run past the location
discussed in the rest of your request. It is therefore suspected that you,
in fact, refer to the A6120. Could you confirm?
Additionally, with respect to the second part of your request, please note
that Freedom of Information relates to information held by the Council in
a recorded format. A question regarding why a particular decision was
arrived at may, therefore, be better answered under the
Council's complaints procedure (allowing for a detailed response), rather
than under the Act.
If you would like me to progress this query through our complaints
procedure as opposed to the Act please let me know. Note that the Council
usually handles such complaints through a private address, as opposed to
via a pubic website, and as such I'd be grateful if you wish to pursue
this option, if you could email this request directly to myself

initial question around accidents to be answered via the public
freedom of information forum.
I would also like my complaint to be dealt with, therefore I will

Thank you for your quick response.
With respect to your Freedom of Information request, please find attached the accident statistics for the road in question. Please note that the information provided is for all accidents on the A6120, as we do hold information detailing solely how many accidents have being caused due to vehicle crossings (you may, however, be able ascertain this by analysing the data).
I trust that this is helpful, however, if you are dissatisfied with the response to your request, then you have a right to appeal to an independent officer within City Development. On appeal, your request will be re-examined and an assessment made as to whether the requirements of the Act have been adhered to. You also have a right under Section 50 of the Freedom of Information Act to ask the Information Commissioner to take a decision as to whether we have met with our obligations under the Act.
