Dear Sir or Madam,

In explaining the decision to let traffic wardens issue fines to
motorists after they have driven away, (before a parking ticket can
be physically placed on their car or handed to the driver),
Transport Minister Rosie Winterton said this change was vital
because "some people will drive away very quickly if they see a
parking attendant approaching… and that can be dangerous for other
drivers and it can be dangerous for pedestrians."

Under the Freedom of Information Act 2000 would you tell me how
many accidents were caused by drivers quickly driving away from
traffic wardens (or parking attendants) that prompted this change
in the Law?

Please confine your answers to the 12 months prior to the change in
the Law on 31st March 2008. However, if you have the details, also
include separately the 10 year period immediately before the
change.

Additionally, of these accidents, how many resulted in:

a) death?

b) serious injury?

c) minor injury?

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Department for
Transport's handling of my FOI request 'Accident rate prior to
Parking Rules change of 31st March '08'.

I find it too incredible to believe that these new parking rules
were brought into being on the basis of what was claimed to be a
measure for preventing accidents and/or serious dangers, and yet,
as the Department responsible for their introduction, you do not
hold a shred of information which bears out that assertion made by
the Transport Minister Rosie Winterton.

That would seem you are asking me to accept the Government, or at
least the Transport Minister, introduced this wide-ranging new
legislation based neither on informed judgement, nor hard facts nor
even on the smallest scrap of evidence but merely on an unfounded
or trumped up whim.

Obviously I don't believe that, therefore, if you do not have the
information I have requested in the form I have requested it, in
what form do you hold this information? And would you please supply
that instead?
