I can confirm that the information requested is held by Leicestershire County Council.
http://www.leics.gov.uk/ltp_chapter_05.pdf is Chapter 5 of the Authority's Local Transport Plan, which contains Leicestershire's Accessibility Strategy. The appropriate paragraphs are: 5.32-5.33; 5.70-5.75; 5.182-5.195; Table 5.6.
