Dear Doug,

Thank you for your request for information under Freedom of Information
legislation. You raised the following specific points:

Details of all requirements made as part of the specification or tendering
process before the films were produced.

I attach the requirements that were set out in advance of the start of
production. Subsequently there were additional requirements, for example
subtitling

Education Digital is proposing to offer the following services to SCIE to
provide one-stop-shop solution to the timely delivery of the video
content.

* To provide the services of a dedicated commissioning editor to work
with SCIE to scope and deliver the project,

* To identify and manage the requisite number of appropriate production
companies.

* To provide legal services to ensure the contracting of production
companies on behalf of SCIE and to oversee compliance issues.

* To provide technical services to quality assure and deliver web-ready
video clips.

We understand that the delivery of this video content is time sensitive
and in addition to the need for it to be fit-for-purpose, ought to be
available to the target audience in good enough time to allow for adequate
usage to deliver evidence of acceptable impacts and thereby help secure
the next stage of funding.

ED believes that the use of its established services offers the best
chance of high quality content and timely delivery.

This is an extract from a side letter covering our requirements

It is hereby agreed as follows:

1. Delivery Materials as set out in Attachment 5 of the Agreement shall
be defined as follows:

Complaints received about accessibility of the videos

One complaint, other than the one that you submitted, has been received.

Access audits / user testing by disabled people/ Equality impact
assessment

There was no access audit or user testing in advance of the launch. There
was no requirement to undertake an Equality Impact assessment. Both these
points have been covered in detail in the response to your complaint sent
by Amanda Edwards.

Minutes of trustees meetings / directors meetings that relate to
accessibility of Social Care TV

Minutes of the trustees of the charity and Directors of the Company are
publically available on the SCIE website

Details of the assessment that resulted in the statement on your front
page "All pages within the SCIE site comply with priority 1
and 2 guidelines of the W3C Web Content Accessibility Guidelines",
specifically in relation to Guidelines 1.0 and 6.3 and Social Care
TV.

Guideline 1.0 states that a text equivalent should be provided for every
non-text element. This is covered by the transcripts. As they are in pdf
format they can be accessed by screen readers and the built in ‘read
aloud’ function can be used

Guideline 6.3 – mainly looks at the coding of the page, but essentially
means that if the video doesn’t load an alternative accessible version
should be available. Again this will be covered by the transcript which
can be accessed even if the video doesn’t display

There is a separate statement under the accessibility link on the Social
Care TV website
([2]http://www.scie.org.uk/socialcaretv/help...) that
acknowledges the fact that due to their nature the videos might not be as
accessible from a web point of view and that ‘We are working towards all
pages on this site complying with priority 1 and 2 guidelines of the
[3]W3C Web Content Accessibility Guidelines.’

SCIE’s assessment demonstrates that the pages of Social Care TV do meet
at least priority 2 in relation to Guidelines 1.0 and 6.3.

In her response to your complaint, Amanda Edwards acknowledges that the
digital content that SCIE is now placing on its website is much more
complex to assess in terms of accessibility and that we need to be more
careful about the statements we make when referring to guidelines that
were developed some years ago.

You also requested ‘ anything else relevant’. As you will appreciate
this could cover a very large amount of material it would therefore be
helpful if you could be more specific about any further material you wish
to have sent to you.

Amanda Edwards suggested that you may want to meet with SCIE to discuss
any further issues arising from your complaint. This may also be an
opportunity to discuss outstanding issues from your FOI request. I am out
of the office from the 8-22 August and in my absence please contact Amanda
Edwards.
