please provide copies of CLAE Audit Committee Reports AC286, AC269
and AC267

According to your publication scheme all Audit Committee Reports
should be available.

This will be followed by an FOIR for all Audit committee reports if
you are unable to identify within a reasonable period when ALL
AUDIT COMMITTEE REPORTS FOR THE LAST THREE YEARS ARE TO BE MADE
AVAILABLE.

Dear Foi Officer,

(1) The Authority of Mr Karney is disputed. It is anticipated that
Mr Karney decides what information is to be published.

(2) The Nolan Committee established guidance. The CLAE operate
under a code of conduct (including a code of conduct for openness.

(3) It is very much in the public interest for governance problems
of the CLAE to be publicly identified.. particularly as the Chair
of the CLAE also has a role in determining those that apply to
public bodies through it is understood their role as Chair of
CIPFA.. It is very much in the public interest that the
organization for which they are chair is able to demonstrate no
failures in governance.

Dear Foi Officer,

My reasons for wanting the information are my own.

They could be to identify that the CLAE has acted in an
unaccountable way... and that it habitually breaches its governing
documents and to make that information available to say the CLG
Select Committee.

As the reports all relate to governance of the CLAE.. there should
be no problem with making them available. I have identified that I
have an interest in the information.

The information exists. it is identified to exist. So the handling
of the request is an issue. The decision not to make the
information available under the publication scheme is an issue. You
have taken the view that:

1the request is obsessive and manifestly unreasonable.

2 and that it may not be your intention to cause the Commission
disruption and annoyance, but the number and nature of your
requests nonetheless have that effect.

Those are two of the criteria in the ICO's guidance on vexatious
and persistent requests. Review on this issue was /and has been
requested.

All that you are doing is introducing delay.. through abuse of
process.

What you are seeking to hide must be very damning for the CLAE and
the Commissioners
