Abolition of the Audit Commission

Dear National Audit Office,
Please provide:
1. Evidence of which organisations and individuals you
consulted/held discussions with regarding whether to abolish the
Audit Commission (AC) prior
to 13.8.2010, and copies of their input to the consultation.
2. The minutes of:
a) any meetings at which you discussed the future of the AC since
Eric Pickles became Secretary of State, and any reports, papers or
internal correspondence dealing with this issue (this should
include meetings, papers and correspondence from Cabinet meetings,
meetings between yourselves and civil servants, Board members and
Ministerial or other Government or parliamentary colleagues)
b) any meetings at which any officers of the NAO discussed the
future
of the AC, and any reports, papers or internal correspondence
dealing with this issue
c)any meetings at which any officers of the NAO discussed the
future
of the AC, with officers of the Commission or Commissioners,
representatives of the accountancy or profession and any firms of
accountants, including naming those firms
3. Evidence of all diary appointments which can be retrieved which
discussed the future of the AC.
4. Copies of the any estimates of costs produced that relate to the
increased role envisaged for the NAO following Pickles'
announcement
If any of this information is already in the public domain, please
can you direct me to it, with page references and URLs if
necessary.
If the release of any of this information is prohibited on the
grounds of breach of confidence, I ask that you supply me with
copies of the confidentiality agreement and remind you that
information should not be treated as confidential if such an
agreement has not been signed.
If you choose to rely on either sections 35 or 36 relating to the
development of government policy or the effective conduct of public
affairs, I would remind you that the Information Commissioner sets
a very high standard of proof that releasing information will
fulfil the criteria of the exemptions when weighed against the
public interest in the information being released.

Nick Lacy wrote to you on 3 December 2010 to let you know how your Freedom
of Information request was progressing.
As stated in the letter, where information has been identified which
relates to third parties, we are required under the code of practice
established by the Act to consult with all relevant third parties prior to
reaching any decisions to release information.
I can confirm that we have identified information which requires us to
consult with third parties. The consultation process is unlikely to be
concluded until the new year and so, regrettably, we are not in a position

Dear FOI, REQUESTS,
Thank you for your response. This request is now approaching three
months old and I am finding it difficult to believe that you have
not been able to finalise this when CLG and DOH responded in much
quicker times. I am also dissatisfied that you have persistently
failed to provide a definite date by which you will respond. It is
now time to draw a line in the sand and if a response is not
received by 14 February then I am likely to escalate this to the
next stage.
