(a) addresses and rateable values of Commercial properties that are
within your District Council up to a rateable value of £11,000 who
are eligible for, but not currently receiving small business rate
relief;
and
(b) the names of the owners of those properties referred to in (a)

Dear Mr Ball,
We can provide addresses and the rateable value of all commercial
properties but not the owners details.
Business rates are charged to the occupier of the property. We only hold
owner details if a property is vacant in which case we charge business
rates to the owner or person/organization responsible for the property.
Would you like the occupier details instead?
Please let me know as soon as possible so our finance team can collate the
information for you.

Dear Stephen,
Thank you for your FOI request regarding commercial properties not receiving small business rate relief (SBRR).
Firstly, please accept my apologies for the delay in replying.
I have attached a spreadsheet listing all business rate assessments with a rateable value of less than 11,000, which are not currently in receipt of SBRR. This does not mean that they are all 'eligible' to receive SBRR, as I am sure you will appreciate further qualifying criteria must be met in addition to simply looking at the rateable value. For example, my guess would be the majority of the attached have not applied because they have more than one non-domestic assessment within the country.
Also, your request has asked for owner details. Business rates are charged to the occupier of the property and we only hold owner details if a property is vacant, in which case no SBRR would be applicable. I have assumed your request meant 'occupier' details and as such I have added a column detailing the current liable name held within our database. This will include occupiers and owners. Please note, all business rate assessments holding personal details, i.e. sole traders or partnerships have been excluded from the list, as this would breach data protection rules.
