Dear Sir/Madam,
Re: List of commercial properties not receiving small business rate
relief
Please can you provide me with the following information under the
Freedom Of Information Act 2000:-
(a) addresses and rateable values of Commercial properties that are
within your District Council up to a rateable value of £11,000 who
are eligible for, but not currently receiving small business rate
relief;
and
(b) the names of the owners of those properties referred to in (a)

Dear Mr Ball,
Thank you for your request. I regret to inform you that we cannot say
who would be eligible for small business rate relief until an
application is received, this is because applicants must meet a certain
criteria i.e. if they have more than one business they will not
qualify.
If you are not happy with my reply you can ask the Council to conduct a
review under the Council’s complaints procedure. The review will be
carried out by someone who has not been involved in dealing with your
request for information. Please email me or write to me at Burnley
Borough Council Revenues and Benefits Service Parker Lane Burnley BB11
2DS, please mark your correspondence with 'Review of Freedom of
Information Request'.
If following the review you remain dissatisfied with the Council’s
treatment of your request then you may take your complaint to the
Information Commissioner at: Wycliffe House, Water Lane, Wilmslow,
Cheshire SK9 5AF.

I can't provide the info on this as we don't know whether or not
ratepayers are eligible for small business rates relief until they apply
- because if they have more than one business property they don't
qualify. It may be worth responding that we have recently undertaken a
number of take up campaigns for SBRR, including personally visiting
every ratepayer who we think could qualify for the relief, therefore we
expect the rate of take up of this relief to be very high.
