I am writing to request further information on the accident
statistics on the A229 Angley Road (Wilsley Green) / B2189 Waterloo
Road, Cranbrook junction, and also to request information relating
to any plans either proposed, or currently in development, for
reconfiguring this junction.

To this end, could you supply me with the following information:

1. Accident statistics for this junction, covering the past 10
years
2. Details of proposals relating to redevelopment of this junction
including any assessments and reports made, or timeframes for
redevelopment
3. Site plans relating to junction redevelopment
4. Any information relating to the process of consulting residents
in relation to a redevelopment of this junction.

Although I appreciate that there may sometimes be delays in getting
responses, the only reason I submitted an FOI request in the first
place was the repeated failure of KHS to respond to requests for
information, therefore another delay is disappointing.

I would remind you that this request is now over the statutory 30
days for response and request an ETA for the delivery of this
information. If you could provide an estimate in the next 2 working
days, that would be appreciated.

If it is likely to take significantly longer to supply the
requested information, I would like to understand how long this is
likely to be, and to consider my next steps.

Further to your request for information with regards to the junction of
the A229 Angley Road (Wilsley Green) and the B2189 Waterloo Road,
Cranbrook junction; because the information you have requested falls under
the scope of the Freedom of Information Act (FoIA) and is information held
within the Environment, Highways & Waste Directorate (the directorate),
your request has been forwarded to me so that I can co-ordinate the
response on behalf of the directorate. This is to comply with procedures
that the County Council has for dealing with all FoIA requests.

You asked the Council to supply you with:

1) Accident statistics for the above mentioned junction for the past 10
years.
2) Details of proposals relating to redevelopment of the junction
including any assessments and reports made, or timeframes for
redevelopment.
3) Site plans relating to junction redevelopment.
4) Any information relating to the process of consulting residents in
relation to a redevelopment of this junction.

Although the response has been sent from me, I have liaised with Kent
Highway Services (KHS) who have provided the following in answer to your
request:

Please find attached a print-out and plot of personal injury crashes
for the junction of the A229 Angley Road (Wilsley Green) and the B189
Waterloo Road, Cranbrook junction, as requested.

The information shown on the attached D-print Crash Report originates from
data collected by the Police when an injury road collision is reported to
them. Please note that this information is susceptible to change whilst
the Police carry out further investigations and should not be taken as an
indicator of the cause of a crash. There is no requirement for the police
to collect or report damage only crashes and therefore the information
provided only relates to crashes resulting in injury.

For your information, the County is served by three Highway Authorities:
Kent County Council (KCC); The Highways Agency and Medway Council. Kent
Police collects over 60 pieces of statistical data for each injury crash
for the whole county. Crashes are categorised by severity:

Fatal - a crash resulting in a death

Serious - detention in hospital, includes paralysis, fractures and severe
lacerations

Slight - includes whiplash, sprains and minor lacerations

Human error is a factor in 95% of road crashes. Based on the Department
for Transport's (DfT) figures the cost to the community of a fatal crash
is around £1.6 million, a serious crash costs in the region of £190,000
and a slight crash costs £19,000. For more information about crash and

With regards to questions 2, 3 and 4, a desktop feasibility assessment of
the above junction has been carried out to understand if it is possible,
in engineering terms, to redesign the junction and improve the layout
within existing highway limits. This assessment has confirmed that it is
possible to achieve an improved junction layout within the existing
highway limits and a scheme is now being prepared for submission in April
2010 for potential Local Transport Plan (LTP) funding in 2011/12. Once all
of the information has been gathered for the submission it will be subject
to public consultation.

In the interim period, a local highway lining scheme is being developed to
help improve the existing parking problems at the junction and this will
be funded from the annual Countywide signing and lining budget. It is not
currently possible to confirm the date these lining improvements will be
carried out but, it will be submitted for implementation in the current
2009/10 financial year.
