Dear Ms Thrope
Thank you for your message of 1 July 2008. I am answering it under the terms of the Freedom of Information Act 2000 (FOIA). You requested the list of web site URLs which have been accessed from staff terminals in Cotton House, Glasgow and, where the information exists, which internal department accessed the URL, at what time, and on which date.
I can confirm that HMRC holds information that falls within the description specified in your request. However, we estimate that the cost of complying with your request would exceed the appropriate limit specified in regulations which, for central government, is set at £600 based on staff time charged at £25.00 per hour. This represents the estimated cost of one person spending 3½ working days locating, retrieving and extracting the information. It is difficult to put a precise cost on the amount of work needed because there are around 400 terminals at the location which would each need to be looked at separately. Even if we place a conservative estimate of say, ½ hour per machine, this would equate to 200 hours work. Under section 12(1) of the Freedom of Information Act 2000 the Department is not obliged to comply with your request and, in view of the costs involved, we will not be processing it further.
If you are able to narrow the scope of your request, for example by describing the sort of information you are hoping to find within the URLs, HMRC may be able to locate the information at a cost less than the appropriate limit. You should also note that our terminals only keep this information for about 3 months and we do not hold information for earlier periods. Any reformulated request the Department receives from you will be treated as a fresh FOI request.
