Thank you for your e-mail of 25 March regarding information about the guidance 
contained in Home Office Circular 46/2004, Annex C.    
 
I have included a copy of a letter dated 8 July 2002 from the Home Office and  a 
copy of a letter dated 16 April 2002 and the accompanying guidance that it refers to.   
After a thorough search, we were unable to trace any further information or 
documents relating to Home Office Circular 46/2004.    The letter of 8 July refers to 
a review of the police injury awards system which in fact did not go ahead in 2002.    
 
However, as you may be aware there is currently on ongoing review on the process 
of the police injury award system (the first such review). While any changes would 
not apply to existing pensioners it is certainly possible that the debate which results 
from the public consultation exercise may help the Government to evaluate whether 
the current guidance could usefully be revised.  The Government published a 
consultation paper on 25 August 2008 and is available on the Home Office website 
at http://police.homeoffice.gov.uk/human-resources/police-pensions/injury-awards-
review/.
The Government is currently considering the responses to the 
consultation and shall announce its proposals shortly.
