I'm just waiting to get clearance for the notes from the Ministerial meeting on the 22 April, attended by key politicians from the LGA and London Councils, plus the Leader of Kent. One of the chief bargaining chips has been inability to engage in the UASC reform programme due to lack of resolution of the funding issues. I understand that your offer is made within a specific 'Scottish context' and I'm sure you'll continuing to raise issues around funding so hopefully we can continue to work together on this issue. In summary, it was agreed to have a meeting between the Home Office, DCSF and Local Government to thrash out the issues around UASC support costs, to be held within the next month. It will be hosted by the LGA. Would it be useful to have an invite for that or just let you know the outcome to inform your work? Glasgow is keen to clarify some of the issues that we are all in agreement about but to do that within a Scottish content. We are not in a position of signing up but want to explore issues over our care modelling and costing. A particular issue contract for 3 or 5 years, care pathways maybe longer what guarantee can a local authority have that it is not left at the end of a contract with a large additional bill on council tax? The issue of children with special needs and access to additional/contingency funding. We do not want to see enforced returns of under 18 years olds but would consider a safe transfer scheme to a foreign government or NGO. Post 18 funding still to be resolved !! Glasgow has valued the support of the LGA and the ADSC and will continue to work within the collective framework and will be happy to report back on the work in progress once we have something to report. The discussions with Home Office, Scottish Government should include COSLA as matter of course sorry Derek for not specifically mentioning you in the letter but hope you will be able to lend us your skills for what would essentially be round table discussions. My main purpose in sending you this was to assure you despite what gets or will be rumoured from government that we not in a position of going our own way but we are keen to find a Scottish solution to the issues we have all agreed nationally .
