I am writing in response to your request for information of 16 March about IT costs for the FiReControl project. Your request has been considered under the Freedom of Information Act 2000. I am able to provide you with the following information.
1. Please could you outline in detail what the various costs cover. i.e. what element is for COTS software (C+C, GIS, asset management), bespoke software development, implementation services for this software, training services, annual support and maintenance, change management costs and overall project management.
We do not have information to the level of detail requested for every
cost element. However we can confirm the following cost breakdown: -
Hardware - approximately 10%
Software - approximately 15%
Development, project management and other prime contractor expenditure - approximately 30%
Service Fees - approximately 45%
2. What proportion of the costs are to be paid by CLG and what costs will be passed on to Fire Services at a local level?
Approximately 40% of the initial 8 year contract service fee costs will be passed onto the Fire Service.
3. Could you detail the companies that made up the EADS led consortium?
EADS was not part of a consortium bid however; their key subcontractors are Ericsson Ltd, Frequentis (UK) Ltd, Hewlett-Packard Ltd, iMass Ltd, Innogistics Software Plc, Multitone Electronics Plc and Telent Plc.
4. What change control procedures are in place and what is the current value of change control notices agreed since the original contract award?
There is an agreed change control procedure in place which follows best practice principles and provides a mechanism for costing and implementing necessary changes to the original contract. The value of change control notes agreed in the first two years of the contract is less than 1% of the original contract value.
