Description:

Version 10.00.05a of the Identity Agent Client (which allows smartcard users to access the Spine) currently being rolled-out as part of the Order Communications and GP Rolling Programme is too low a version to support Smart Card Access for Summary Care Records on the Spine. This needs to be version 11.02 currently being tested by Andrew Carpenter.

Provisional estimates of workload indicate that each PC upgrade will take on average about 20 minutes.

Impact

Only the PC used by the GPs and the Repeat Prescriptions Desk would need to be upgraded, although Informatics may decide to upgrade all Smartcard PCs for consistency, particularly as GPs often work outside their own treatment rooms and this may cause complaints over time. This could be as little at 400 or as many as 1800.

Options

Option 1.

Do nothing. This will halt the project.

Option 2:

Roll-out the new version of the IA Client alongside Order Comms and Rolling Programmes upgrading either:

2.1 all PCs with smartcard readers, or

2.2 only those PCs to be used for Choose & Book and Summary Care Records

and embark on a programme of upgrading all other practices over an 18 month period.

Option 3.

Embark on an 80 working day programme using external consultancy to upgrade each practice (cost around £20K).

Recommendation

Option 2 with sub option 2.2 is recommended as a minimum which should be within cost and time tolerances for this Project.
