FREEDOM OF INFORMATION REQUEST REFERENCE NO: HC/02151/08 
Your request for information under the Freedom of Information Act was received by the 
Information Compliance Unit at Hampshire Constabulary on 27th June 2008.  I note you seek 
access to the following information: 
 
Point 1 
In consideration of public safety should controllers vote to strike over the changes to their 
working hours and consequential loss of contractual overtime, can the constabulary confirm 
that contingency plans are in place for the safe and efficient operation of the Hampshire area 
999 service? 
 
Point 2 
Will these include bringing in controllers from areas such as Thames Valley, Merseyside, West 
Mercia or other forces, and can the public be assured that their safety will not be jeopardised 
by Hampshire Constabulary using either untrained personnel, or controllers from areas that 
use different systems to those used by Hampshire controllers? 
 
Response: 
Points 1 and 2 are not valid requests for information under s8 of the Freedom of Information 
Act since they are asking for a ‘yes/no’ response rather than for information that is held in a 
recorded format. 
 
Under s16 of the Freedom of Information Act, I am obliged to advise and assist and, as such, I 
have provided a copy of a statement made by the Deputy Chief Constable of Hampshire 
Constabulary in respect of this issue.

COMPLAINT RIGHTS 
Are you unhappy with how your request has been handled or do you think the decision is incorrect? 
 
You have the right to require Hampshire Constabulary to review their decision. 
 
Prior to lodging a formal complaint, you are welcome and encouraged to discuss the decision with the 
case officer who dealt with your request. 
 
Ask to have the decision looked at again –  
The quickest and easiest way to have the decision looked at again is to telephone the case officer that 
is nominated at the end of your decision letter. 
 
That person will be able to discuss the decision, explain any issues and assist with any problems. 
 
Complaint 
If you are dissatisfied with the handling procedures or the decision of Hampshire Constabulary made 
under the Freedom of Information Act 2000 regarding access to information, you can lodge a complaint 
with Hampshire Constabulary to have the decision reviewed. Hampshire Constabulary must be notified 
of your intention to complain within 2 months of the date of its response to your Freedom of Information
