  • The Rock Trust are leaders in the youth/homelessness sector. Working with young people who are isolated, at risk of homelessness or who are homeless, not in employment, training or education and who have fragile and/or limited social networks.

  • The Rock Trust has a local, national and international reputation for quality and consistency.

  • The Rock Trust is the organisation of choice for approximately 400 young people per year.

  • The Rock Trust is able to provide evidence of the “distance travelled”, positive outcomes and impact of the service.

  • The Rock Trust has experience of change management and will bring significant added value to this bid.

Streetwork and The Rock Trust have a 10 years history of strategic and operational partnership working. For example the development of the Underground healthy living centre. We have an agreement in place which enables us to provide a specialist space and referral route for young people, for the purpose of this tender and will work in partnership to ensue that an effective service is delivered.

B.1 MANDATORY REQUIREMENTS

B.1.1 Policies

Health and Safety

You are required to submit a copy of your written Health and Safety Policy with your Tender submission. The current Safety Record must be included within the documentation. A statement must be submitted with the Tender describing the organisation and resources which you propose and undertake to provide to safeguard the health and safety of staff, including those of subcontractors and of any person who may be affected by the Services bid for, including:

B.1.2 - Compliance with Legislation and Regulatory Provisions

The City of Edinburgh Council expects suppliers to fully comply with their obligations in respect of relevant legislation and other regulatory requirements applicable to the type of Services being provided. Whilst specific legislation such as the Race Relations Act, the various Employment Equality Regulations, Health & Safety or environmental regulations, etc may be specifically mentioned in this submission document you should also provide a response to the following questions in terms of compliance with all legislation and regulatory requirements:

a) In the last three years, has your organisation been subject to any formal investigation, or has any finding been made against your organisation by any court or tribunal or in comparable proceeding in any other jurisdiction in respect of an alleged or actual breach of legislation? You response should highlight any known pending infraction cases.

Response:

An allegation was made in 2007 to OSCR concerning the use of funds in the year 2006/07. OSCR conducted an investigation during which it was found there were no grounds to uphold the complaint. OSCR concluded the investigation by letter on 19th October confirming no further action would be taken. At the same time, City of Edinburgh Council received a similar allegation. Following the supply of all relevant information CEC found no reasons to justify this complaint and confirmed so in writing on 16th January 2008.

A claim was made for wrongful dismissal in 2007 - the Employment Tribunal found the dismissal was unfair on procedural grounds only.

The Rock Trust have not been subject to any formal investigations

Any Tenderer who has been the subject of an adverse ruling, or is suspected of having failed to meet its legal obligations, may be excluded from future competition or bidding for City of Edinburgh Council contracts until such time as they can demonstrate that appropriate remedial action has been taken.

The City of Edinburgh Council has endeavoured to provide sufficient information to inform your response. Where, however, you feel it necessary to make some assumptions, please document where you have made an assumption.

Streetwork and The Rock Trust have assumed the service will commence April 09 with a transfer period of Jan - March 09.

TUPE information has been requested from the providers that we believe to be providing similar services to that being tendered. Not all providers supplied this information to us.

We have tried to fit other providers' employees within the new structures to minimise TUPE costs but it is inevitable this will require to be reviewed at a later stage. If we are successful in our bid relevant legal advice will be sought and all employees affected will be kept fully informed.

B.2 - REQUEST FOR INFORMATION ON EXPERIENCE AND CAPACITY

B.2.1

Please outline your experience in delivering the customer outcomes set out in the Service Specification associated with this Lot and how you will manage this service to ensure successful customer outcome achievement and continuous improvement.

You should attach an implementation plan that details:

- Your management structure and whether this has yet to be developed (e.g. for partnership arrangements)

Streetwork and The Rock Trust plan to have the service operational by 1st April 09. We will ensure that service users, staff, other agencies and the CEC commissioning team are fully involved during the transitional period to minimize the impact of the transfer.

Streetwork's Management Team will oversee the central service, working in partnership with The Rock Trust management team who will provide the youth specific service. Please see our attached implementation plan. To deliver this plan, leadership will be provided by the Partnership Group and delivered by the implementation team. We are making available substantial internal resources in order to ensure successful implementation and delivery.

The Rock Trust Operations Manager will be responsible for the recruitment, training and support of the Nightstop hosts and management of the Youth Development Workers. Youth Development Workers will work directly with young people provide assessments and support to assist them to return to or gain accommodation and the services they require. The Rock Trust staff are qualified to (or working towards management and vocational qualifications as recognised by SSSC. Our induction, support and training programmes mirror that described by Streetwork. The Rock Trust senior managers post is funded through the lottery and brings significant added value in terms of experience, focus and reputation to this bid.

Continuity of service delivery

Where an existing service is in place we will work with the provider to ensure an easy and successful transition of staff to Streetwork. It is essential that time and energy is directed at supporting them to make the change and rapidly become part of the service. So whilst there may be very qualified and experienced staff there remains the need for a carefully planned and supported induction. If TUPE applies we will work to maintain continuity of key working arrangements, support delivery and communications. We have considerable experience of working with local stakeholders to deliver effective and efficient services. We will work closely with service users and service providers to ensure that consistency of support remains paramount. The Rock Trust senior management team has considerable experience of change management focused on customer outcomes.

Working closely with the commissioning team to implement our communication strategy alerting referrers, other providers and key stakeholders on planned changes. Crucially we will work with existing providers to ensure a consistent, confident and reassuring message to service users on the transfer. Ensuring that the service does not operate in isolation but is a fully integrated element of the local framework. Negotiating, redesigning and adjusting our practice to best meet the needs of service users and achieve outcomes. Where services change or transfer to another provider we expect the only difference service users will experience is a positive one. A key success factor in implementation is that service users access to advice and support is consistent. Streetwork and The Rock Trust are well known in Edinburgh with a good reputation amongst partners and service users and this will aid the transition.

B.2.2

Please outline your experience in delivering this type of service and submit the names of your primary customers in Scotland, the UK, Europe and worldwide together with the approximate value of business these customers provide. You should also supply an overview of the other services you currently provide and specifically identify what proportion of turnover relates to the service being tendered for.

Response:

Streetwork has 16 years of experience working with vulnerable and excluded people who were in crisis, sleeping on the streets, begging, injecting, involved in prostitution and gang violence. Helping them get off the streets, away from drugs and crime and into accommodation and safety as quickly as possible. Streetwork is out on the streets of Edinburgh every day of the year in all weathers engaging with individuals on the street. Providing support and assistance using an outreach model and providing building based advice, Streetwork has an excellent reputation in the homelessness sector. We have a no cancellation policy and do not ban people from our services but train staff to engage with people with challenging behaviours and multiple needs. We do not currently provide the full range of services in this tender, this service will be replacing 40% of our business but would increase our turnover by 70%

The Rock Trust works with approx 400 16-25 yr olds per year. Since 1991 we have supported young people through the provision of advice and information, one to one support, befriending, physical activities, group work, supported accommodation and tenancy outreach support The Rock Trust is “open for business” 7 days per week Each year we raise £0.5m to provide direct services to young people in Edinburgh and the Lothians. If successful this contract would represent approximately 1/10th of our business. This mixed economy has enabled the Trust to develop innovative and new methodology and practice to reach young people and ensure that they move onto positive destinations.

Streetwork and Rock Trust have a proven success in delivering real and sustainable outcomes for some of the most marginalised and excluded people who present with challenging behaviors.

Streetwork

Women's Support: We have £233K funding over the next two years from the Scottish Government and £42K for one year from the Community Safety Partnership to provide dedicated services for homeless women.

`Out of The Cold' Older Persons Outreach Service: The Big Lottery has provided £327K funding over three years to provide street based outreach and support to people who are over 50 and at risk of homelessness..

Irish Outreach: The Irish government provides £30K per annum towards street outreach support for people with an Irish connection.

Youth Services: Our Youth Service operates to prevent homelessness by providing support to young people who run away, become involved in anti social behavior or who are unable to manage money in their first tenancy. The service uses outreach, groupwork, educational activities and one to one support

The Rock trust

The Rock Trust is contracted by City of Edinburgh Council, West Lothian Council and the Scottish Government to provide direct services and strategic expertise.

Supported accommodation: shared, single and parent and baby, visiting support - (funded in partnership with Children and Families therefore not part of this tender process)

Youth Development Team: Underground homeless, health and well being centre, partly funded through Lottery; Active Futures, young women's project in partnership with Edinburgh Leisure, Lottery funded; Social Networks, we have developed a methodology which is unique in Scotland to work with young people to develop the skills necessary to make and maintain their informal support networks, funded through lottery, Laidlaw youth trust and Lloyds TSB Foundation

Scottish Social Networks: work across Scotland to highlight the impact and necessity of social networks. Focus on homelessness, health and well being. We have developed and delivered training across Scotland and a toolkit for commissioners. As a result of this work The Rock Trust is gaining an international reputation - receiving requests to deliver the training from Europe.

B.2.3

Please outline the quality assurance standards and systems you will comply with in delivering the service and whether these are already operating within your organisation.

Streetwork and The Rock Trust will seek to rigorously evaluate the service and to continually improve our performance, not only to meet the City of Edinburgh Council contract requirements and existing care standards but also to surpass them.

SSSC / Care Commission

All our staff (Streetwork/The Rock Trust) act in accordance with the Scottish Social Services Council (SSSC) Codes of Conduct and the National Care Standards. All staff is subject to an enhanced disclosure every three years. Reports on our performance are shared with service users and other stakeholders and service users are actively involved in assessing service performance against standards.

Investors in People

Streetwork have been Investors In People since 2005. We opted for annual review, rather than every three years, to ensure that high standards are maintained. IIP recognize that Streetwork have highly effective systems of management and development of our people that enables us to reach targets and achieve objectives.

Investors in Volunteers

The Rock Trust has gained Investor in Volunteers (equivalent to IIP for volunteers) providing evidence that we value, train and support volunteers. We have a highly regarded volunteer training programme. The volunteers are highly motivated and of a consistently high caliber. We have always been able to recruit and retain volunteers. The ethos of valuing the unique contribution of volunteers in integral to all our service delivery teams

European Foundation of Quality Management

The Rock Trust is in the process of introducing the EFQM standard to its services and this will be applied to the work during the first year of the contract award.

Homepoint Accreditation

Staff involved in the delivery of our service will be trained to Homepoint accredited standard.

Complaints

The Rock Trust and Streetwork record all complaints, suggestions, concerns and positive feedback. We share this openly with commissioners and use the information as a tool to direct our energies, provide information on our impact and promote continuous improvement. All service users are provided with information on not only our complaints process but information on how to raise complaints with the local commissioning body and the Care Commission.

Streetwork is an award winning team including Edinburgh Evening News Business Excellence Award 2006 for our evaluation framework and business systems.

The Rock Trust are accredited with ISPAL Health Scotland.. We are also a member of Scottish Government task group, which will report on measures/good practice/strategies to prevent homelessness, and the Scottish Futures Forum.

B.3 - KEY CUSTOMER OUTCOMES ASSESSMENT AREAS

B.4 - REQUEST FOR INFORMATION ON MEETING HOMELESSNESS STRATEGY THEMES, RELATED CUSTOMER OUTCOMES AND PROVIDING ADDITIONAL BENEFITS.

A list of Homelessness Strategy themes and related customer outcomes are located in Appendix 1 within the individual Service Specifications associated with each Lot.

B.4.1

Please outline how you will assist in the delivery of some or all of the Homelessness Strategy themes and related customer outcomes.

Response:

Streetwork and The Rock Trust will develop shared protocols on referral systems, communication, risk management, referral and discharge between agencies which reduce bureaucracy, build trust between providers and maximize customer control.

Housing

Streetwork and The Rock Trust will ensure the appropriate use of City of Edinburgh Councils Housing department by all our customers. We will be delivering the following:

  • 90% of Centre customers in temporary accommodation will move into appropriate settled accommodation with support within 3 months.

  • 100% of those moving into settled accommodation will also be addressing their assessed support needs.

  • 100% of customers who move into their home will have assistance to decorate their home, have working utilities and have access to furniture by referral to the Establishing A Home service or as part of our Repairit scheme.

  • 85% of our customers will have sustained in their accommodation after six months.

Substance Misuse

We will continue to work closely with the Harm Reduction Team and deliver services to customers affected by substance misuse:

  • 90% of customers who have substance misuse problems will begin to access harm reduction services.

  • 100% of customers with substance misuse problems will report reduced personal harm.

  • 100% of customers with substance misuse problems will be assisted to access detoxification and rehabilitation services

Health

Promoting primary and secondary health care will be key goals of the Centre and outreach service and the Edinburgh Homeless Practice will be a vital partner to ensure the best access to GP and other health care services. We will explore with EHP the possibility of locating clinical and other primary care services in the Centre and promote take up immunisation services to rough sleepers and those in temporary accommodation (Hepatitis A and B, flu and tetanus immunisations). The service will also ensure people have the opportunity to access the services they need to maintain or improve their physical and mental health including appropriate access emergency mental health services. We will deliver the following:

  • 95% of Centre members will access GP, physical and mental health services.

  • 70% of members will have improved or maintained stable physical health.

  • 70% of members will have improved or maintained stable mental health.

  • 70% of members with an undiagnosed mental health problem will access a mental health assessment.

Employment

  • 70% of customers worked with will access education, volunteering, training and employment opportunities.

  • 90% of customers will take part in training, volunteering and educational activities

Streetwork

Women's Support: As the only provider in Edinburgh with dedicated outreach and drop-in support for street homeless women, this will add significant value to the service. Women's Support operates from 4 Bellevue Street and provides a safe space for women experiencing or at risk of homelessness and domestic abuse, to access educational and therapeutic groupwork, one to one and visiting tenancy support to ensure that women with multiple needs have access to comprehensive and consistent support services.

`Out of The Cold' Older Persons Outreach Service: The Big Lottery has provided £327K funding over three years to provide street based outreach and support to people who are over 50 and at risk of homelessness. Ensuring that those who are vulnerable to the elements who experience mental and physical health issues, have alcohol addiction or challenging behaviours have support to gain and maintain accommodation.

Irish Outreach: The Irish government provides £30K per annum towards street outreach support for people with an Irish connection.

Youth Services: Our Youth Service operates to prevent homelessness by providing support to young people who run away, become involved in anti social behavior or who are unable to manage money in their first tenancy. The service uses outreach, groupwork, educational activities and one to one support.

Training Centre and Social Enterprise We now have an agreed partnership with Access To Industry which will add value (i.e. at no cost) to the service by providing support and accredited employability training opportunities for our customers. This extends to our partnership with A4E (prime New Deal contractor for Edinburgh & District) also adding significant value to the service (i.e. they will fund the full training programme package) located in the Centre. We have a unique agreement with Mountgrange developers to provide exclusive access to employment training and jobs as part of their CSR commitment.

The Rock Trust

Volunteering

The Underground is currently funded from various sources (the main funder is BLF). The remit of service includes:

* Advice and information

* Crisis intervention

* Health and wellbeing

* Into employment

To further this work we have developed a peer volunteering project which supports young people to volunteer in the Underground Café; training involves Food Hygiene Certificates and Emergency First Aid. The young people have also carried out a peer consultation exercise, prepare all the food for the drop ins and the Board of Director meetings. The commitment from the volunteers leads to a Bronze Duke of Edinburgh Award which The Rock Trust is accredited to authorise.

Social Networks

The Networks Project is currently funded by BLF (until 2010) to support young people to (re)build their social networks. One to one support, groupwork and befriending are all used to encourage young people to explore their relationships, set achievable outcomes for the future and build strategies to achieve these outcomes. The Rock Trust innovation in this work was recognized and the Scottish Government commissioned the Trust to develop a national Forum to raise awareness of the impact and potential of this work in prevention of and sustainable resettlement following homelessness. The Scottish Social Network has been funded for 5 successive years through the Scottish Government gaining local, national and international recognition.

Active Futures

The Active Futures Project is currently funded by BLF (until Sept 2009) to support young woman across the city to engage in physical activity and exercise. This service complements the work carried out by the Underground with regards to encouraging exercise (two gym groups and a football group each week). Active Futures have different activities and health related groups running throughout the week.

Visiting Support

Mainstay have 70+ hrs per week in dedicated to visiting support. This SLA is not included in the services currently going out to tender.

Supported Accommodation

Bedrock has 48 supported accommodation places in Edinburgh. These are a mix of single and shared tenure. Again this SLA is not included in the current services going out to tender.

Response:

Streetwork and The Rock Trust use an `A' partner communication strategy which involves setting up formal and informal partnerships with key stakeholder agencies. This enables us to set standards, expectations and communication plans and monitor them regularly. We currently have regular planned communications with both CEC services and voluntary agencies including; The Access Point, Edinburgh Homeless Practice, Cowgate Centre, HOP, Leith Street, Dunedin Hostel, police, Polish & Irish Consulates, Harm Reduction Team, Transitions, Fresh Start etc.(see p30)

We also act as a virtual clearing house for excluded homeless people and work in partnership with many agencies across different disciplines including support agencies concerned with drugs, alcohol, Hep C, anti-social behaviour, the Law, social services, community safety, and so on.

Streetwork are experienced in working in partnership to deliver services:

Examples: Partnership established in 2001 between Streetwork and The Ark's Space 44 to deliver a Women's Specific service,

Facilitation of group-work programmes for young tenants with the Rock Trust in 2007 etc.

Providing other agencies with training on specialist subjects such as Child Protection, Budgeting and Debt Management, Drug Awareness and Safer Injecting etc.

Currently Dunedin Harbour Hostel prioritises an out of hour's bed space for Streetwork to enable us to ensure that the most vulnerable people have access to supported accommodation.

Fresh Start will provide volunteering opportunities to customers accessing our services.

Streetwork and The Rock Trust will extend this model with other hostel accommodation providers to ensure that we have access to range of bed spaces.

Example: The YMCA Glasgow have agreed that they would be able to provide scatter flats to ensure that those becoming homeless for the first time are diverted from the homelessness scene and that there are more emergency overnight facilities available.

Underground Healthy Living Centre was a formal partnership lead by The Rock Trust, with statutory (YPU at Royal Edinburgh Hospital, Edinburgh Homeless Practice) and voluntary organizations (Streetwork, Caledonian Youth)

We have delivered direct services and shared back room facilities with Move On

We have partnered Fresh Start to deliver volunteer training

Streetwork and The Rock Trust are committed to delivering a service that has a real and sustainable positive impact on people's lives whilst tackling the wider challenges of homelessness and poor health in Edinburgh. Our information systems will be adapted to gather data on the identified outcomes. We recognise that change is both desired and inevitable and will use our joint information to inform commissioning priorities and strategy, which will in turn focus energy and resources to the areas of most need.

  • Maintain regular communication with commissioners through steering group to monitor effectiveness and impact of the service.

  • Contribute to and support a wider network of homelessness service providers in Edinburgh to ensure consistency of approach and joint working.

  • Provide accurate and timely information of activity and outcomes to monitor progress and achievement.

Streetwork and The Rock Trust have continuously made it our business to work with the hardest to reach. People with the most complex, challenging and complex needs. The people who really challenge services, not just because of their complexity but also because of their unpredictable and often chaotic circumstances. We both pride ourselves in working creatively and assertively to engage and stay with some of the toughest client groups in the City.

Our approach is to be proactive. We go looking for them, get to know them well, build up trust, help them with little things first and build from there. We listen to what they say , working at their pace and on their terms, we help them to develop a sustainable plan, with them at the centre

Streetwork and The Rock Trust's approach allows our staff to challenge themselves and others on practice and attitudes to ensure we continuously reflect and improve upon our performance in engaging with and supporting hard to reach groups. Our approach includes:

  • Building assessment, care planning, monitoring, recording and review processes around each individual with their priorities, needs, goals and aspirations as the critical elements.

  • Ensuring staff know and take account of an individual's cultural, spiritual, sexual and religious beliefs/customs and preferences throughout the planning, involvement and delivery process.
