00098 Wardleworth Community Centre Feasibility Study     Project aims to provide financial support for a feasibility study to develop Wardleworth Community Centre. Purpose of the study is:
         1. Define the local need for activities at the centre
         2. Ascertain public support for the proposed activities
         3. Develop future options to meet identified needs
4. Define how to maximise synergy between activity at the centre and activities supported in the area through other initiatives such as
         Healthy Living Initiative, sure Start, Housing Renewal and revitalising inner Rochdale.

CCCB01 CVS BUILDING      To purchase a site comprising 160/160A Drake Street and 17 Ann Street being an adjacent semi derelict property to CVS. Refurbish for
         CVS expansion and other voluntary sector usage.

CCCB02 COMPLETED - COMMUNITY CHEST (PILOT)       this pilot project is a proposal to establish a fund to enable community and voluntary groups to apply for grants up to a maximum of
£5,000 (to be determined). The aim of the grants is to increase community involvement and community capacity building within the Inner
         Rochdale SRB5 area and to increase the effectiveness, ability and skills of the local community to enable them to play a full role in the

CCCB03 CONSULTANCY AND COMMUNICATIONS    A short term consultancy at the outset of SRB5 to inform the community involvement group re; communication needs and community
         Involvement.

CCCB04 INVOLVING COMMUNITIES IN REGENERATION     The project will provide:
         a) A Community Projects Co-ordinator
         b) Residents and community groups with a dedicated resource for increasing and maintaining involvement in and their capacity to make a
         Major contribution to the regeneration of the SRB5 area. This will be achieved via the appointment of 2 FTE Public Involvement Workers
         With the emphasis of increasing the involvement of inner Rochdale residents & groups in regeneration. The project will have 3 main
         Elements:
         * provide support & servicing to the SRB5 Community Forum
         * enhance public involvement through outreach work/awareness rising     
CCCB05 Voluntary Sector Grants & Development Officer     To recruit a full time Voluntary Sector Grants & Development Officer exclusively for the RiR area. His/her purpose will be two-fold:
         a) To administer the Community Chest Grants Scheme and to ensure its smooth running, reporting to the Community Programmes Co-
         Coordinator and working closely with the Public Involvement Workers to promote the scheme and ensure adequate procedures/systems are in
         Place.
         b) To provide capacity building support to new and potential community/voluntary groups (which may be part funded by the Community
         Chest) individuals and existing community/voluntary groups to enable their development and long term sustainability through the

CCCB06 TRAINING FUND PROGRAMME LINE      A fund to pay for specialised and generic training by local agencies on regeneration and voluntary sector issues. This will resource the
         Regeneration and training officer post.

CCCB07 Freehold & Lower Falling Management       This project will offer a community management service following the principles of a 'Foyer' method. One to one support with residents, life
         Skills, access to services and employment will be provided.

CCCB08 Employer Supported Volunteering Initiative        The project will employ 1 part-time co-ordinator to work with local businesses to develop employer supported volunteering schemes. The
         Worker will develop the project, matching employee volunteers with local voluntary and community groups operating with the SRB5
         Communities. Individuals from local businesses will be attached to voluntary and community groups from the SRB5 area and will assist
         With the developments by transferring their skills to the group. The Agency will also develop volunteering amongst the residents of the
         SRB5 area, with a view to the local community using volunteering as an alternative mode of learning and skill development.

CCCB09 COMPLETE - SRB5 PR & MARKETING LAUNCH     the project launch will:-
CCCB10 R.I.R. MARKETING - PHASE 2
CCCB11 MARKETING
         a) Initially fund the development of an SRB5 branding/concept
         b) Then formally launch the Inner Rochdale SRB5 programme
         c) Promote the activities/initiatives & opportunities generated by the SRB5 regeneration programme
                  PR and marketing project to promote the initiatives, activities, organisations and participants of the RiR programme. The project will
         Employ a part-time marketing post (2.5 days per week) to be responsible for the production of newsletters, press releases, training events
         And other profile raising activities.

CCCB12 MID-TERM REVIEW   the project will provide funding to engage external consultants to produce an objective fundamental evaluation of the Revitalising inner
         Rochdale programme. The evaluation will consider progress against the original programme baseline and objectives and inform decisions
         About prioritisation of activity and funding over the remainder of the programme.
                  This project is a continuation of a pilot proposal, which established a fund to enable community and voluntary groups to apply for grants
         Ranging from £100 to £5000. The pilot project ended in March 2002. The project has been a successful initiative and significant new
         Community activity has been generated.
        
CCCB13 COMMUNITY CHEST   The aim of the grants is to further increase community involvement and community capacity building within the Inner Rochdale SRB5 area
         And to increase the effectiveness, ability and skills of the local community to enable them to play a full role in the regeneration area. So
         Far 89 grants have been approved to community organisations throughout the RiR area with approx. £212,000 granted so far. The project
         Will be supported by a Voluntary Sector Grants and Development Officer. The Community Chest process will be reviewed on an ongoing
         Basis to identify recent developments in terms of additional grants.
CCCB14 SRB5 COMMUNITY FORUM      The project aims to provide financial support for consultative/engagement activities and capacity building to the inner Rochdale Community
         Forum.
                 
         CCCB17 Community Chest final phase       this project will continue the pilot Community Chest which is a grants scheme for community/voluntary groups, awarding between £100-
         £800k on a competitive basis. The project will begin in April 2002, based at Partnership House. A full time Voluntary Sector Grants &
         Development Officer will be responsible for overseeing implementation of the project on a day to day basis. The overall Community Chest
         Programme will be overseen by Alyas Khan together with the Involving Communities in Regeneration Team.

CCCB18 Sustainable Communities   To provide a dedicated staffing resource for the Inner Rochdale area to assist in developing and managing SRB funded social and
         Community projects, to enhance community capacity by removing barriers to participation and progression, to assist in the development of
         Community organisations and their networks, to encourage partnership and cohesive working, to assist in the development of RIR NAPS

CCCS01 OUTREACH SERVICE FOR ASIAN WOMEN  The aim of the project is to deliver an outreach CAB Service to Asian women within the SRB5 area. The service, delivered via sessions,
         Will be established to achieve maximum catchments and remove barriers faced by women in accessing existing CAB services. This is seen
         As an attempt to reduce Asian women's isolation.
CCCS02 VOLUNTEER TRAINING & DEVELOPMENT          The project will employ 2 people: one for 21 hours per week and admin support for 7 hours per week, and will target the whole community.
         It will employ a volunteer Training & Development Officer who will recruit volunteers and give them CAB training and deliver 2 CAB
         Sessions within the SRB5 area. CAB training will include delivering advice on welfare rights, benefits, housing, law and other issues which

CCED01 SRB5 Business Start Up & Support Pilot    The project will support sees through business counselling and advice in many areas including Sales, Marketing and Business Planning,
         Management Skills, Financial Management, Information Technology and the Export and Supply chain development.
-        This 12 month pilot project will encourage sustainable economic growth and wealth creation by improving the competitiveness of the local
         Economy through support for new and existing businesses.
        
         The project will operate within and build upon existing business support mechanisms. The pilot will specifically look to operate a new method
         Of Grant Support where funds will not be allocated on a weekly basis as a wage type subsidy. The Grant will purchase appropriate
         Additional support from specialists that will work closely with the business to develop and maintain good sound structures enabling them to
         Survive and grow.

CCED02 Ethnic Minority Business Development      The project will provide a dedicated Ethnic Minority Business (MEB) Development service to (through one project manager and one Ethnic
         Business Development Officer and one full time admin support) to work with existing and potentially new EMBS businesses within the SRB5
         Area. The project will operate from KYP Rochdale and will facilitate much needed support and assistance for minority ethnic businesses.

CCED04 SURMA HOUSING CO-OPERATIVE        Will fund a development worker who will act as a link between Surma Housing Co-op, RMBC and Housing Associations involved in housing
         And regeneration schemes.


CCED07 COMMUNITY ECONOMIC DEVELOPMENT PROG       The project will establish a Community Enterprise Initiative aimed at assisting and encouraging the development and formation of
         Community businesses.
        
CCED08 Rochdale Business Environment Association         The project is closely linked to the NW Objective 2 (2000-02) Programme and is likely to be developed in line with the OB2 development.
                  The aim of the project is to raise the environmental awareness of SME's in the SRB5 area through the provision of a package of tailored
         Environmental support services including a regular business bulletin, a telephone helpline, and a series of information services delivered through
         A variety of media, and on-site consultancy advice.

CCED09 CREATIVE INDUSTRIES PILOT         The Creative Industries pilot would provide two strands of development that are interdependent and mutually supportive.
        
         1. Ongoing sector specific business advice and business development through a specialist agency in order to expand the economy and
         Increase the number of people working in the sector locally
        
         2. Marketing and research in the creative industries in order to provide new and improved profile and information on how to develop the
         Sector in the area of benefit.
        
         The project will run from September 2001 to June 2002.
        
         This sector specific provision will include pre-start up advice, thought to full business life cycle support. Research into the creative
         Industries in the SRB area. Sector specific business development and sector specific need to know seminars. The production of a web-
         Site, marketing material and management of the web-site. The pilot will lead info and inform the nature of support for the Creative
         Industries in the Business Support Programme.
         CCED10 Inner Rochdale Social Enterprise Initiative       This is a new initiative which will form part of the SRB5 Local Enterprise programme and will provide the development of social enterprise
         I.e. the not for profit sector (co-operatives, community businesses etc) in the Inner Rochdale SRB5 area. The project will provide a range
         Of services to develop and support social enterprises to start up and survive in the area. SRB5 will fund the salary for a full-time Social
         Enterprise Manager, seconded from RMBC through a service level agreement with RoFTRA and associated management, administration,

CCED11 BUSINESS START-UP         The project will provide pre-business start-up advice and counselling and ongoing business start-up support through an initial period of 52
         Weeks trading.

CCED12 Inner Rochdale Business Support Co-ordinator      the aim of the project is to ensure the co-ordination of the RiR business support package.
        
         In order to co-ordinate the package the project will recruit a Co-ordination Officer who will be employed by Business Link North Manchester
         Initially for 18 months with an option to renew pending a review.
        
         The role of the Co-ordination Officer will be:
         * maximising synergy & minimising duplication between business support activities in inner Rochdale target area
         * helping to identify & exploit linkages between Rochdale SRB & Objective 2 Priority 1 programmes
         * helping consistency and quality of service delivery in accordance Rochdale's Investment Agency with the Small Business Service and Business Link North Manchester
         Standards
         * Facilitating & encouraging networking & communication between delivery agencies
         * Dissemination of best practice
         * managing the marketing of the package including production of marketing materials
         * devising & administering an Inner Rochdale financial assistance package
         * facilitating development of an inner Rochdale Business Forum in association with Rochdale Chamber
         * helping to devise a standard protocol and documentation for monitoring and evaluating the impact of the package.
CCED13 Women's Enterprise        This initiative which aims to support and sustain job creation for women through developing and improving the conditions and culture for a
         Thriving women's enterprise sector in the SRB eligible area has been running as a pilot project utilising NRF funding since November 2001.
         The project will offer specific development and networking support and resources to women in enterprise and women developing enterprises.
         The project will increase the level of sustainable employment and economic activity of women from excluded communities through
         Promoting self employment for women from disadvantaged groups and tackling the barriers faced by women entrepreneurs. The work will
         Take place within the SRB5 area with the worker based initially at Partnership house in the Central & Falinge ward and able to buy into the
         Support services and meeting rooms at this site. Because the work undertaken by the Project will be focused on a traditionally under-
         Represented group i.e. women, initial contact and development work will be based on outreach sessions. Working in partnership with other
         Organisations such as the Workers Educational Association, Business Link North Manchester and the Social Enterprise Project will ensure

CCED14   The project has been developed after the research and business support delivery undertaken in the Creative Industries Pilot project.
         The aim of the project is to address the barriers to participation in the creative industries by underrepresented groups and enhance
         Employment prospects by encouraging and providing assistance to people in the SRB5 area wishing to establish their own creative
         Industries business. The project will run from November 2002 to December 2005.
         It will do this by concentrating on the following 3 elements:
         1. Development and sector specific business advice through a specialist worker.
         2. Marketing.
         3. Intervention to address the low participation from Asian people within the Asian community and women in the creative industries sector
         As identified through the research undertaken as part of the Creative Industries Pilot Project.
         This project air an integral part of the Revitalising inner Rochdale business support package (formerly Local Enterprise) and will complement
         These other elements which comprise:
         a) Pre start-up, start-up and business support
         b) Support for ethnic businesses
         c) Women's Enterprise
         d) Social Enterprise
         e) Environmental support
         f) A central grants and co-ordination function. 
        
CCED15 Inner Rochdale Business Development Grant         To strengthen the local economy and support the activities of the SRB5 Business Support Group a discretionary grant assistance

CCED16 Inner Rochdale Business Development Grants        programme is proposed to help businesses that are starting up, already located in or relocating to the inner Rochdale SRB5 area. The aims
         Are to promote job creation, increase competitiveness and encourage diversification of the business sectors in Rochdale.
         As this grant fund will act as a central source of funding for the members of the SRB5 Business Support Group and their respective clients
         The input of this group has been used in the development of this project. It is appropriate that Business Link North Manchester should
         Administer this project that links together a group of service providers as its strength lies in linking contacts and partners together to route
         Clients to the advice, information and resources they need.

CCED18 Millstone Road Tweeddale St Enterprise Study      To explore the business potential and challenges faced by the residents and businesses located on Millstone Road and Tweeddale St with a
         View toy identifying;
         How businesses can be assisted to improve their economic performance
         New business start up opportunities
         Future areas of business potential
         Opportunities to enhance the image and local environment
         A balance between business and local residents needs

CCED20 Incubation Enterprise     This project will facilitate the creation of new businesses both in the private sector and enterprise sector .It will comprise a range of
         Activities including business incubation units, hot desk facilities, information / awareness sessions
        
CCJT02 Employment Links (Inner Rochdale) Centres         To have a programme of activity aimed at providing training and development support aimed at enhancing people's skills and qualifications.
CCJT03 Employment Links (Inner Rochdale) Services        thus helping to enhance their employment prospects.
                  To develop and implement an intergrading supply and demand service formed upon helping SRB5 resident's access to local employment
         Opportunities.
                  To purchase and refurbish (modernise) two shop-front properties to provide dedicated localised and accessible facilities and provide
         Accommodation of the localised Employment Links Service to enable the delivery of a range of front-line job search, information, advice,
         Guidance, signposting and job-matching service to the residents of inner Rochdale.
        
         The project will also enable the provision of a local careers library and resources to enable the enhancement of job-search and job-matching
         To computerised systems.
                  The project aims to develop and deliver an integrated access to employment service through the funding of a localised and dedicated
         Employment Links Team (8 localised posts). This team will concentrate its efforts on helping reduce unemployment within inner Rochdale
         And encourage the take up of learning opportunities to enhance the employability of inner Rochdale residents.

CCJT04 Supporting Retail         To deliver a package of support specially designed to help local independent retailers or market and promote their business and enable
         Them to survive and grow ion a culture that is steadily moving towards clone towns, out of town supermarkets and retail parks.
         The package will include self help marketing work shops and one to one counselling with a marketing specialist.

CCJT06 Local Supply Chain Development    To promote RMBC's commitment to the local economy by equipping local businesses with the skills and knowledge to identify and tender
         For Public Authority contracts

                  The project will provide opportunities and support for young people who are 'at risk' of not achieving their full potential, whether they are
         Attending school, alternative provision or are in the community. The opportunities will consist of a range of work related learning, in a
         Variety of settings. The programme will maximise the achievement and motivation of young people and promote key skills and NVQ

LLED03 I.R.I.T.E.C. - Inner Rochdale Info. Technology    The project will result in the strategic provision of ICT resources for 4 primary and 1 secondary school in the SRB5 area. It would become
         The Rochdale Partnership's element within the National Grid for Learning (NGfL) initiative being delivered by the local LEA and provide ICT
         Equipment that will improve local attainment and achievement. It will enhance the use of ICT across the schools' curriculum and rise
         Standard of achievement in ICT and core subjects. It will widen pupils access to computers outside school hours, involving parents where
         Appropriate and contribute to all of the mini education action zones and Community Learning Centre priorities.
                  This project will provide vocational training for year 10 and 11 year olds from local schools and for excluded pupils attending the Access to
         Education Programme.
        
         Year 10 pupils will undertake a number of taster sessions on vocational programmes and allow year 11 pupils to choose a vocational area
LLEY01 BI-LINGUAL BOOKSTART      leading up to an accreditation at NVQ Level 1.
         The project will also provide independent learning skills; promote a work ethos and attitude as well as preparing young people to access
         Employment opportunities and raise educational aspirations and attainment by developing a learning culture.

LLEY02 Family Literacy and Home-School Liaison   the project will provide free Bi-lingual Book start packs to all 7-9 month old babies in the SRB5 area. These will be followed up by
         Appropriate book packs and activities for young children at 18 months and 3 years.
                  The family literacy and home school liaison programme will provide multi-lingual workers for primary schools within the SRB5 area, to
         Enable parental involvement in their children's education.

LLEY03 COMMUNITY LIBRARIES IN SCHOOLS    The project will enable the establishment/enhancement of two community libraries based within primary schools and targeted at the parents
         Of pupils attending these schools.

LLEY04 ONCE UPON A TIME  The project provides 50 creative literacy workshops for the under 12's and their parents in community centres and mother tongue weekend
         Schools run by local communities in the SRB5 area. The project provides a resource pack each year for parents and teachers to continue
         Activities after the project have ended.

LLEY05 Early Years-Out of School Childcare-RE-APPRAISED  The Primary purpose of the project is the development of Out of School Clubs in the Area of Benefit and the provision of associated
         Childcare training for parent's/residents to offer such schemes.

LLEY06 Belfield Family Learning Resource Centre  The project is a physical refurbishment to the community area of Belfield Community School. The refurbishment focuses upon the
         Remodelling of existing space to provide an additional adult learning/teaching area, better access in the building, and an improved
         Community resource. The total area for refurbishment is approximately 730 square metres.

LLEY07 CHILDCARE DEVELOPMENT PROGRAMME   This is a re-appraisal of the Early Years out of School Childcare project originally delivered by Rochdale Borough Chamber.
         The new project will be managed through RMBC's Early Years Team in conjunction with Barbados. Since the original SRB approval changes
         Have taken place in national early years policy e.g. Neighbourhood Nurseries, Sure Start, National Childcare Strategy etc. The new
         Arrangements will allow for joined up thinking and improve synergy between the different strategies. It aims to develop new sustainable out
         Of school care services and enhances the employment opportunities and childcare skills of local people.


LLNP01 Groundwork Prince's Trust         The project will engage disadvantaged young people aged 16 - 25, not accessing mainstream education/training provision, to develop their
         Life and work-based skills via a community cohesion and active citizenship thematic programme
LLPV01 TELEMATICS        This project will establish ICT infrastructure for the area of benefit and provide a mobile IT unit. 10 link centres (in community and training
         Centres) will be available, with 14 multi media networked stations. Centres will open evenings and weekends.
                  The One Stop Shop will provide a range of services including customised guidance and training in ESOL, literacy and numeric skills and
         Customised pre-vocational training and full language support at either a central base or at outreach venues.

LLSS01 SURE START IN ROCHDALE (PHASE 1)  Sure Start aims to improve the health well-being of families and children before and from birth, so children can flourish at home and when
         They go to school. Sure Start in Rochdale will provide 3 Sure Start Centres (one in each area - Newbold, Deeplish and Castlemere) each
         offering a crèche and toy library with additional services according to local need.
        
         The SRB element of the project will directly contribute to the capital development of the Newbold Centre providing a focus in the area. It
         intends to build a new integrated nursery/Sure Start Centre on Moss Street. This will enable staff from Education and Social Care
         disciplines to work holistically with children and their families to enable them to reach their full potential. The centre is due to be operational

         Training targeted to sectors with current job vacancies and activities consistent with Kingsway activity.
LLST01 TRAIN THE TRAINER         To provide development training aimed at raising the capacity of the SRB5 residents who are either interested in or engaged in training and
         development.

LLST02 WOMENS TRAINING INITIATIVE        A community-led initiative to provide meaningful accredited training for women across the SRB5 area in order that they may better access
         employment opportunities. All project activity will take place at community venues which are accessible and welcoming and training will be
         delivered bi-lingual as appropriate.
        
         Training will be tailored according to need and evaluation of the entry level project running concurrently and will consist of various elements.
LLST03 ROCHDALE ILM FRAMEWORK    The project is an Intermediate Labour Market that aims to improve the employability of people who have been unemployed for at least six
         months with a combination of guidance, counselling, personal development, work experience, training, links with employers, job search to
         facilitate progression to regular employment or full time education.

LLST04 Rochdale ILM Framework Extension  The extension to the ILM Framework will provide support to 28 long term unemployed people from within the SRB Area over a two year
         period. This will be provided by a range of placements from the voluntary, statutory and private sector.
         Participants will be offered a job for up to 12 months with support towards guidance, counselling, personal action planning, training at an
         appropriate NVQ level and a job search. The project will recruit from New Deal 18-24 or New Deal 25+ where possible.

LLST05 Rochdale ILM Framework Phase 3 new priority       The project is a key element in Rochdales's strategy to assist people from the most disadvantaged neighbourhoods into employment. It
         aims to assist residents of the SRB5 area into work who have previously been unemployed for at least 6 months and face particular
         disadvantage for a number of reasons. The project provides an Intermediate Labour Market that aims to improve the employability of
         SRB5 residents who have been unemployed for 6 months with a combination of guidance, counselling, personal development, work
         experience, training, links with employers, job search to facilitate progression to regular employment or full-time education.

LLST06 Comple@t Café      A project developed for people with mental health problems. It will employ a manager ,mentors and support workers to provide pre-
         employment training in key skills, basic skills and work skills to help move people towards work and or to enrol and complete
         accredited vocational courses.

LLST13 Bursaries in NR new priority      To provide training bursaries to under-employed and unemployed SRB5 residents to learn new skills and obtain qualifications.
LLST14 J21- Targeted Training and Employment     J21 will commission training providers to deliver demand led construction based pre-employment interventions that will equip residents with
         occupational skills qualifications and site experience to increase their employability for progression into full employment within the
         construction sector

LLST15 Skill Growth Pathways to Employment       Three parallel projects to develop IT skills which employers value when recruiting new staff. The pathways are in engineering, IT and
         customer services,
         These are designed to build skills to NVQ 2 or equivalent, so that learners are able to work to current stadards and to thereby increase
         their confidence to seek work.

LLST17 Skills in Regeneration    The project aims to build skills through a series of commissioned training opportunities (developed with local trainers where possible0 and
         by buying into training opportunities already available.
LLST19 Leadership and Management Training Ring Fenced    The project will use the skills and facilities of local partner organisations wherever possible to deliver this programme and will also take the
                                                               opportunity wherever possible to make links sub regionally , for instance with Oldham or the Greater Manchester Council FOR Voluntary
         Organisations    Statutory providers e.g. Learn Local and Hopwood Hall College will also be used where appropriate.

LLST20 Rochdale Community IT Technicians (CITTECH)       The project aims to support work and skills within Inner Rochdale by developing Community IT Support Technicians .It will deliver level 2/3
         NVQ designed to produce Rochdale based community IT Technicians with a broad practical skill set with complementary skills in general
         business management. The project will also help 5 learners through either the CompTIA A+ or Microsoft MCP Professional certification
         programmes.
         The programme will be delivered over 40 weeks targeting 30 learners. An introductory module will help recruit and assess learners that are
         suitable to fulfil the programme .
         Male and female learners will be targeted as traditionally few female IT technicians are available within the profession. Each learner will

LLST21 J21 CHAS  The project will assist 6 local construction businesses achieve the Construction Health and Safety Accreditation Scheme (CHAS) . This
         will help sustain and provide growth opportunities for construction SME's.
         CHAS is an increasingly recognised standard that has been mandated by a number of public sector procuring authorities and main
         contractors that are operating across both boroughs.

LLST26 Rochdale Graduate employment network      This project will be an extension of the previous pilot scheme to improve the employability of unemployed underemployed graduates in the
         central Rochdale SRB5 area. The project will be delivered through training leading to an added-value qualification and a paid work placement

                  R-GEN will create an employment network that facilitates effective engagement between SME's and graduates within Rochdale.
        
         The network will be developed around online databases of graduate level jobs available in the borough and of the knowledge, skills and
         attributes of Rochdale resident graduates. Supporting mechanisms will include promotion of the benefits of graduate employees to SME's,
         job-search workshops for graduates, specific assistance for job applications, referral systems for graduates who need additional advice,
         information and guidance and/or additional training and upskilling. The project team will offer a brokerage service to facilitate easy
         engagement between graduates and employers.

LLVT01 T.N.T.O.-HEALTH & EDUCAT.RE-APPRAISED     this project will provide customised training in link centres and appropriate community venues of non traditional occupations such as leisure
         and tourism, culture and media studies and Health and Education.

         RBTS and other local community centres and venues.
LLVT04 INNER ROCHDALE HEALTHCARE         The project will provide customised training in Healthcare related programmes for SRB5 residents and SME's. Training programmes at NVQ
         levels 1-3 (or equivalent) will be delivered from community venues, particularly Castlemere Community Centre and Bangladeshi ACP.
         Additionally, the project will assist with the level 4 provision. This is a re-appraisal of the TNTO - Health/Education project.
LLVT05 CULTURE & MEDIA TRAINING  This project is a re-appraisal of the T.N.T.O. Culture & Media LLVT02. The current proposal is to run a project consisting of 2 elements:
         a) Continuation of delivery of culture & media vocational and non-vocational training through the provision of community based courses in
         creative I.T., creative writing and Asian Music (BETEC Level 1)
         b) To engage a researcher with an education background to establish links between the communities based training, mainstream educational
         agencies (Hopwood Hall College) and business support programmes. By establishing these links it is envisaged that the further
         development of this project in SRB5 Year 4 will create stronger support systems & opportunities for participants to go from the community
         courses on to higher qualifications/employment opportunities.
        
         The initial appraisal, with an emphasis on NVQ 3 & 4 achievement, bore little resemblance to the projects submitted by the delivery
         organisations in 1999 and has proved unrealistic. This project seeks to address this by bridging the gap between the original projects
         submissions and the initial appraisal and provide a viable and productive way forward.

LLVT06 Inner Rochdale Sport & Leisure    The project will provide customised training to young, unemployed residents of the SRB5 area of benefit wishing to progress to employment
         in the Leisure and Sport Sector. Training programmes will be delivered to NVQ 2/3 equivalent levels by the Partnership Team of the College
         and RMBC Recreation & Community Service. Full bursary support will be provided to trainees, with placement programmes delivered by
         REC's in Community Sport. This project is a re-appraisal of the now superseded TNTO - Leisure and Tourism.

         Revitalising inner Rochdale's five strategic themes. This will be realised by developing partnerships with the programme area co-ordinators,
         the public involvement workers and project managers to devise, manage and evaluate cultural contributions.

PRAC03 ARTS & HERITAGE CENTRE    The project is located in the heart of the SRB area and will renovate the Arts and Heritage Centre to provide the following:
        
         * Museum
         * Exhibition and display space
         * Local studies and archive
         * Tourist information
         * Cafe and bookshop
         * Redecorated and redisplayed art gallery
         * Education studio and community/performance space
        
         The Centre will be staffed to deliver services for the benefit of the borough's residents and visitors. The services will provide SRB5
         residents with enhanced access to the community facilities and learning opportunities provided at the new centre.

         Phase 1 will provide 3511 sq m of new build industrial units, creating a total of 140 permanent new jobs. The development cost for this
         phase is £1.7M.
        
         Phase 2 will provide 1946 sq m of new build office accommodation offering up to 40 individual units. The development cost of this phase will
         be £1.302m.
        
         Both phases aim to meet the needs of new and expanding SME's within the Borough, providing flexible space and support services to

PRDO02 East Central Rochdale Pre-Implementation Works    The project will provide a framework of strategies, thematic action plans and project implementation plans which will identify and bring
         projects to implementation stage. These are linked and successive actions to ensure implemented projects are co-ordinated and efficient,
         and best able to meet the aims and objectives of the physical regeneration strategy. It will bring benefits of economies of scale to the
         financial and qualitative aspects of the SRB5 Programme.

PRDO03 SPARROW HILL ACQUISITION  The project aims to acquire the Old Vicarage property at Sparrow Hill to use as a base for Partnership staff and to provide a continuing
         base for Rochdale Development Agency and for a number of other partnership focussed projects.

PRDS01 COMPLETED - DRAKE STREET MARKETING        The aim of the project is to undertake a series of projects aimed a raising the profile of Drake Street and help to encourage private sector
         investment.

PRDS02 DRAKE STREET REGENERATION STUDY - COMP    This project aims to attract additional investment and reverse the decline of the area. Will provide grants for building improvement and
         development and also offer environmental improvements.  
         PRDS03 Summer Castle Improvement Area Prog. Line         This project seeks to create an area of viable business premises and town centre housing by targeting grants for property improvements
         including security, provide environmental and traffic management improvements.

PRDS04 COMPLETED - Drake St Building Imp. Grant Pilot    As part of the Drake Street Regeneration Strategy, this scheme will provide grant funding to facilitate the improvement of commercial
         buildings within a defined area of Drake Street. This is a pilot scheme and it is proposed to review and evaluate the effectiveness of the
         scheme in September 2001.

PRDS05 Drake Street Design & Feasibility Works   Following completion of the Drake Street Regeneration Strategy, this project will provide for detailed design and feasibility works to be
         undertaken in order to progress the projects and initiatives outlined in the strategy to implementation stage.

PRDS06 DRAKE ST ENVIRONMENTAL WORKS      The project involves a series of environmental and public realm improvements to the Leisure Quarter area of Drake St. The aim of the
         project is to enhance the area's environment to create a location that will be conducive to the attraction of private sector investment. From
         this, it is hoped that the local economy will be strengthened by the creation of new employment opportunities through indigenous
         businesses and new employers attracted to the area.
        
         The project is derived from a series of implementation plans identified within the Drake Street Regeneration Strategy, which forms part of
         the SRB5 Drake Street Regeneration Initiative. The project is multi-faceted and involves significant complementary investment from the
         NWDA over a 3 year period beginning this financial year. The NWDA funds have been committed 'in principle' subject to detailed funding
         applications being submitted.
        
         The project has 3 main elements:
        
         a) acquisition of various land interests through SRB sources to enable comprehensive environmental improvements in the Drake Street
         area;
         b) NWDA/GMPTE funded environmental improvements at Nelson Street, Great George Street and Greenwood Street; and
         c) SRB funded environmental improvements at Kenyon Street & Junction Alley.

PRDS07 Drake Street Gap Site Development         This is a 3 phase project requiring SRB funding for implementation of the 1st phase, leading to other public & private sector leverage to
         complete stages 2 and 3.
        
         The 1st stage will utilise SRB monies to bring 45-47 Drake Street and 20 River Street into public ownership, funding the acquisition of the
         site and the cost of demolishing these properties.
        
         With the resulting site, the second stage of the project will be the creation of a high quality, safe pedestrian linkage to the Riverside site,
         funded by an NWDA allocation for environmental improvements in the Drake St area.
        
         The final stage of the project will be redevelopment of the site for leisure/retail/office use by the private sector.

PRDS08 Drake Street Exemplar Project     This project will directly address a problem property within the Drake Street Regeneration area and specifically within the Drake Street
         Leisure Quarter sub-area strategy which has been granted both SRB5 and NWDA endorsement and funding. The project focuses on 2
         properties: 70 and 72 Drake Street, which are vacant (except for 2 ground floor retail uses) and have a significant detrimental effect on the
         surrounding area. The properties are adjacent to the major public investment programme funded under the SRB5 project Drake St
         Environmental Works.
        
         Through this project, ROCHDALES INVESTMENT AGENCY will acquire, re-furbish and re-let the properties to business users. This will be an exemplar refurbishment, aimed
         at significantly raising the quality and specification of the business space to boost confidence in the development potential of Drake

PRDS09 Drake St Building Improvement Grant Scheme -      As part of the Drake St Regeneration Strategy, the Drake Street Building Improvement Grant (BIG) Scheme will provide grant funding to
         facilitate the improvement of commercial buildings within a defined area of Drake Street. the project follows broadly the same format as
         the successful SRB5 funded pilot project.
        
         The project will be complimented by the Local Centres-Environmental Improvements project which is subject to an ERDF application. The
         Local Centres project will concentrate on specific zones in the Millstone and Wardleworth & Hammer areas.
                 
PRDS10 Summer Castle Public Realm Improvements   The project is derived from a series of implementation plans identified within the Summer Castle Regeneration Strategy and Action Plan.
         The project aims to address issues identified in the Summer Castle Strategy relating to Environmental and Safety Improvements and other
         public realm works identified in a recent consultation. This investment in the public realm will stimulate private investment and forms a
         strategic part of the delivery plan of the Summer castle Strategy.

PRDS11 Drake Street Building Improvement- Phase 3        The project is a continuation of the Drake Street Improvement Grant Scheme which provides grant funding towards the improvement of
         commercial properties within Inner Rochdale.

PREN01 BROADFIELD PARK RESTORATION       The project will restore the park making it a safe and accessible amenity for local people. It will improve the footpaths and water courses,
         renovate buildings and other structures and improve play areas and park furniture.

PREN02 (ENV IMPS III) - THE URBAN BACKDROP       This project aims to improve residential areas and provide small scale clean up programmes. It also aims to provide community planting
         schemes, in particular Rochdale Valley.

PREN03 ROCH VALLEY ENVIRONMENTAL IMPROVEMENTS Physical Improvement to t the public realm, sports and play facilities within Inner Rochdale , contributing towards the achievement of the
         Cleaner, Safer, Greener and Liveability agenda.

PRFS01 Employment Sites Feasibility Study        The project provides feasibility studies on various potential employment sites e.g. Buckley Road, KYP.

PRFS02 BUCKLEY ROAD EMPLOYMENT SITE      This project seeks to significantly improve highways infrastructure, access and signage to the Buckley Road employment area, thereby
         stimulating private sector investment in commercial and industrial development.

PRFS04 BUSINESS IMPROVEMENT FUND         A grant programme to operate within the East Central Rochdale Physical Regeneration Strategy (SRB5) boundary, to support primarily
         smaller non-retail businesses. Target businesses are small and medium sized enterprises (SME's) operating within uses supported by the
         current Rochdale UDP (1999) under Older Primary Employment Zones.
        
         A need for this type of assistance within the priority areas of Wardleworth & Hammer and Summer castle has been identified by the
         Wardleworth Employment Strategy and the developing Summer castle Strategy. It will build upon the initial success of the Drake St Building
         Improvement Grant (Pilot) which will be extended in the latter half of Year 3.
        
PRFS06 Mayfield Mill Redevelopment       This project will directly address many of the issues thrown up by studies through support to tackle the environmental problems faced by
         these SME's such as poor access, image and car parking, and will aim to reduce land use conflicts between employment and local housing.
                  To facilitate the redevelopment of Mayfield Mill for the provision of medium sized industrial units to accommodate expanding, relocating and
         new businesses.
PRHJ00 Wardleworth/Hammer Houses & Jobs Prog. Line       This initiative aims to bring land forward for housing and employment uses. This will involve land acquisition, site clearance and
         development to provide 85 new homes and 85,000 sq feet of employment space.
PRHJ01 DALE MILL ACQUISITION     This project will bring the Dale Mill site into public ownership, funding the acquisition of the site, fees related to that acquisition including
         legal and surveyors fees, plus specialist fees of asbestos and site investigations. It will also cover stamp duty and business disturbance
         to the Freeholder of the site.
        
         the project will contribute to the outputs of the Wardleworth & Hammer Programme Line, by supplying land for housing development.
PRHJ02 UNIQUE MILL ACQUISITION   The project aims to make the Unique Mill site available for employment & training activities being promoted by Rochdale Challenge
         Partnership.
        
         The preferred option for this site is to consolidate the skills and administration activities of the Kashmir Youth Project (KYP). By securing a
RHJ03 Hammer Mill Acquisition Hammer Mill, along with the adjacent Unique Mill and Croft Mill site have been identified through feasibility works as the optimum option for
         redevelopment to deliver outputs for the Employment Sites and Wardleworth & Hammer Homes & Jobs Programme Lines, as part of a
         comprehensive regeneration strategy for the area.
        
         The project will bring the Hammer Mill site into public ownership, funding the acquisition of the site, related fees and site clearance.
         Ultimately, the site will be redeveloped for small workspace accommodation on flexible lease terms.
PRHJ04 Unique Mill Enterprise Centre Phase 1     To refurbish an existing mill building and provide 15 business start up units with associated offices, training suite and nursery facilities,
         office accommodation and central services including reception, conference facilities and meeting rooms.
PRNP00 Rochdale Town Centre East Programme Line
PRPM01 Physical Regeneration Project Management  This project will secure a dedicated project management resource within the Regeneration Team of the ROCHDALES INVESTMENT AGENCY to ensure the effective
         development and delivery of Drake Street, Riverside, Summer castle, Wardleworth & Hammer Homes & Jobs, Development Opportunities
         and Employment Sites.
PRPM02 Marketing Physical Regeneration Sites     This project will provide resources to undertake a number of tasks associated with raising the confidence in the regeneration process, and
         the marketing of physical regeneration projects, especially within the priority areas of Drake St, Summer castle and Wardleworth & Hammer.
         It will also cover any projects outside these priority areas, but within the wider SRB5 boundary.
        
         The project aims to aid the process of change and raise aspirations. Projects will be promoted through the production of display materials
         and promotional brochures, some of which will be linked to consultation events organised through the SRB5 project 'Involving Communities
         in Regeneration'. A reactionary budget will be provided for activities specifically aimed at improving the image of an area, such as reacting
         to vandalism, removal of bill posters or hoarding eye-sore buildings. We will aim to work with the Environmental Action Unit at RMBC to
         deliver some of these initiatives.
        
         PRRL01 COMPLETED -RIVERSIDE SITE INVESTIGATION   The project will also provide the resources to actively engage potential project partners through marketing of development sites and
         development opportunities, with the aim of securing private and other funding as matched funding for SRB5 monies.
        
PRRL02 RIVERSIDE LAND ASSEMBLY            The Riverside proposal forms part of the Town Centre East Strategy and will make a major contribution to the physical regeneration of the
         Town Centre.

PRRL03 YELLOWAYS ACQUISITION     The Yelloways site occupies a central plot within a proposed re-development scheme for the Riverside area of Rochdale's SRB5 area,
         which will provide leisure and civic facilities in accordance with Rochdale's investment agency with the Physical Regeneration Strategy for the area.
        
PRRL04 ROCHDALE TCE CHURCH ACQUISITION   RMBC has secured an option to purchase the site. This project will bring the site into public ownership as part of the land assembly
         process for the re-development scheme. Securing ownership of this site will add to the existing Local Authority owned sites, and this
         provides a stronger basis for a development agreement with the private sector.

PRTC01 Rochdale Renaissance: A Borough Master plan       Funds will be used to employ consultants who will produce a document to :
         co-ordinate public and private investment over the next 20 years
         outline concepts and provide guidance on urban design
         formulate strategy to ensure funding regimes and plans achieve a common aim
         provide direction and context for investment through Housing Market Renewal and SRB.
                 
PRTC02 Rochdale Town Centre East- Pre-Development        the project will provide financial resources to undertake a range of pre development works in order to bring forward future development in
         Rochdale Town Centre East, and bring projects to implementation stage. This is likely to include both physical preparatory work and
         professional fees to facilitate for example, site investigations, feasibility studies, concept design work and traffic studies. The project would
         also provide limited scope to carry out site assembly, in the form of land acquisition, as required to facilitate project development. The
         project also provides a budget to cover any regulatory costs required for project development including obtaining planning consent and
         initiating any Highways or Traffic Regulation Orders as required.
         The project will focus on the area to the south and east of the main shopping core of the town centre, Town Centre East, which has been
         identified as a priority area for project implementation.

PRWH01 WARDLEWORTH HOUSING CLEARANCE     This project will clear 100 old terraced houses which no longer meet the needs of residents. The land will be used to build new larger
         accommodation and provide badly needed public open space.
        
         The CPO's have been confirmed by the Sec. Of State and the few remaining properties can be vested with the Council. This should
         enable us to take more affective action with these owners. More acquisitions and vacated properties will allow demolition programme to re-
PRWH02 Wardleworth & Hammer Home Improvement     This project will deliver a programme of Group Repair to 350 properties and provide support for those living in severely crowded
         accommodation.
        
QLCF01 Wardleworth Community Centre - Extension and      This project will provide an enlarged building to cater for community activities. The new centre will extend opportunities for new skills, for
         example the provision of musical rehearsal space and study space for homework clubs.

QLCF02 SPARTH COMMUNITY CENTRE DEVELOPMENT       This project aims to expand the community centres available facilities in an effort to enhance and widen opportunities to local communities.
         It will provide a room for meetings and training courses and provide open plan office space for sub-letting.

QLCF03 Wardleworth & Hammer Development Officer  The aim of the project is to ensure delivery of a package of physical development projects in Wardleworth and Hammer area. In order to do
         this the project will recruit a Development Officer initially for 12 months with possible extension if required.
        
         The role of the Development Officer will be:
         a) Establish the exact physical development needs of the area
         b) Produce, monitor and review an action plan matching available resources to defined development needs.
         c) Make recommendations to relevant decision making bodies (particularly Sure Start and RiR bodies)
         d) Support effective inter-agency working including a Wardleworth Working Group
         e) Work with project deliverers to ensure project implementation.
QLCF04 Wardleworth Community Centre Feasibility Study    The project aims to provide financial support for a feasibility study to develop Wardleworth Community Centre. The purpose of the study
         is to:
         1. Define the local need for activities at the centre.
         2.Ascertain public support for the proposed activities.
         3.Develop future options to meet identified needs.
         4. Define how to maximise synergy between activity at the centre and activities supported in the area through other initiatives such as                  
QLHC01 INCLUSIVE OPPORTUNITIES   The project will operate from the Rochdale REC and employ 1 f/time individual to advise unemployed adults and young people on
         career/employment/training opportunities in the Health Sector and other employment services. The project will facilitate seminars and
         workshops, which will enable employers to bridge the gap in relation to supply and demand for jobs in the SRB5 area with a particular
         emphasis in the health area.
         The project will identify the training needs of people interested in joining the health profession and will facilitate such training through existing
         SRB5 projects such as TNTO Health and through the direct involvement of the HA in Rochdale who will run seminars and training events
         that this project will organise. The project will operate in close affiliation with the Employment Links programme. This SRB5 project will
         compliment the REC/HHC/ROFTRA's ERDF Priority 2 measure 2 submission for Widening Participation for ethnic communities and other
         excluded groups. The REC will form community engagement work, complimenting its existing work within the Rochdale area, whilst the
         College and ROFTRA with work with other excluded groups in the Borough's priority wards. The ERDF award will form the bulk of non-SRB
         5 matching funding.
        
         The Project in its lifetime made a significant impact in opportunities for BME communities in accessing opportunities related to the health
         and social care sector. The project final report lists the achievements along with the recommendations for future targets to be met and
         effects of short thermo against long term objectives in working with under represented people.
        
         One of the objectives within this project was to monitor race equality schemes. The main focus was looking at employment related
         monitoring e.g. Workforce representation which would reflect the local communities. The recent seminar on race equality schemes was the
         follow up to a previous seminar. The recent seminar on 27/2/04 included, Rochdale MBC Personnel, NHS Pennine Acute Hospitals, Mental

QLHC02 ACTION ON DOMESTIC VIOLENCE       The aim of this project is to appoint a Domestic Violence Co-ordinator, initially for 18 months, who will; develop partnership working; co-
         ordinate work across a range of statutory and voluntary agencies; develop policies, procedures and practices which will raise awareness of
         the existence and effects of domestic violence; and provide an improved response to women and children experiencing domestic violence
         in inner Rochdale. One of the co-ordinator's key tasks will be to identify and apply for further sources of funding, to enable their work to
         continue beyond the 18 month period.
        
QLHC03.1 Unity House     The project will eventually lead to the setting up of a purpose built day care centre. A pilot project is currently running at KYP which will
         form the base of Apna Ghar as soon as it is built.

QLHC04 DEBATE OF AGE- COMPLETED  This project will provide quality arts workshops for 150 Asian Elders that will act as a tool to stimulate mental well-being, increase
         participants knowledge of health and safety choices available and provide advocacy opportunities for their views on health care services

QLHC05 COMMUNITY EXERCISE INITIATIVE     This project will provide a referral officer who will link Ethnic Minority GP practices with existing and newly developed exercise initiatives.
         Patients will be assessed and advised regarding exercise and long term supervision will exist.-

QLHC06 Development of Speech & Language Skills   This project will work with parents and staff and children attending nurseries and children and family centres to promote the development of
         speech and language. Identify at-risk children. Provide information and training.

QLHC07 A Community Development Approach to Food &        To develop an integrated community nutrition service led by a state registered Dietician and delivered by local people to provide community
         based food and health initiatives e.g. cook and eat sessions, community cafes/breakfast projects, food co-operatives all of which aim to
         reduce the incidence of obesity, hypertension, coronary heart disease and diabetes in the target population.
QLHC08 COMMUNITY GROWING         Primary activities are involvement of the local community in consultation and establishing a series of related food growing projects, such
         as community gardens and food growing in yards and gardens. The purposes are to provide an opportunity for exercise, social
         involvement, training and access to fresh vegetables. Project to be open to entire SRB5 area, initially focusing on Wardleworth and
         Hammer, with strong and complementary links with Roch Valley project.   
QLHC09 ROCHDALE PARTNERS IN SPORT(PHASE 1)       The project will employ a Community Sports Development Officer (seconded by RMBC as match in kind contribution) and Active
         Communities Trainee (SRB funded) to work with residents of the SRB5 area in order to enhance local opportunities for participation in sport
         and recreation and increase participation, particularly by traditionally excluded groups including disaffected young people, disabled people,

QLHC10 HEALTH IMPACT ASSESSMENTS -ENDED  The project will establish a team to work with other project managers to assess the impact on human health of their project. The lessons
         learned will be shared with other project managers, the Health Action Zone and Bury SRB management teams. It will ensure that SRB
         meets the overall programme themes of improving health and sustainability.
        
         The project team will be based in the Health Authority headquarters in Bury and will work under the overall direction of the Public Health
         Department. The project will employ 3 staff. Two of these are existing staff and one new post will be created (Health Impact Assessment
         Researcher). Approximately, 60% of the project time will be spent in Rochdale.
                  Formerly known as the Rochdale LIFE Centre project, the Rochdale Healthy Living Initiative will create two new community health centres
         and facilities. The facilities will include equipped exercise rooms, relaxation and complementary therapy services, sauna and steam room.
         The SRB funding will pay for building alterations and some equipment. The project is an 'early win' for the initiative.
        
         The project will address endemic health inequalities in Inner Rochdale. One of the ways it will achieve this is by lowering barriers to
QLHC11 Rochdale Healthy Living Initiative Phase 1        participation in physical exercise which is problematic and result in members of the Asian Communities in particular having low levels of
         physical exercise along with the associated morbidity and mortality.

QLHC12 PETRUS OUTREACH/SUPPORT PROJECT AND       The outreach/floating support service will develop & expand the work already undertaken and will work with single homeless people who are
         often socially excluded, have enduring multiple needs and are vulnerable. The project will particularly aim to work with people who have
         histories of alcohol and/or drug misuse and mental health problems. A significant number have histories of offending.
                  The project aims to develop a floating support service to people from this client groups who move in to local authority and housing
         association tenancies.

QLHC13 Rochdale Partners in Sport - Phase 2 - Springhill         The project will construct a Community Sports Hall at Springhill High School which will be used jointly by the school and the local
         community. The Sports Hall will:- a) provide access to a wide range of sport and recreational activities for residents of the SRB5 area b)
         contribute to the physical regeneration of the area, c) support the delivery of other projects aimed at improving the health and well being of
         residents through greater participation in sport and active recreation, d) enable the school to provide an improved and extended PE and
         Sport curriculum and extra curricular sports programme for its pupils (98% resident in SRB5 area) and e) provide access to sports facilities
         for the School's feeder primary schools.

QLHC14 Rochdale Partners in Sport-Phase 3 Capital Scheme         The project will enhance the physical infrastructure for participation in sport and recreation by residents of the SRB5 area. It will provide
         new or improved facilities at different locations in the area which will improve the range and quality of opportunities for participation and
         also enhance the environment. The project will also provide opportunities for local people to gain experience in the management and
         operation of sport and recreation facilities through facility management committees and self-management of facilities.

QLHC15 COMPLETED - APNA GHAR FEASIBILITY         The project is to carry out a detailed feasibility and appraisal of the Apna Ghar project, which is a dedicated care provision for Asian Elders.
         The project will eventually lead to the setting up of the purpose built dedicated Day Care Centre. A pilot project is currently running at
         KYP which will form the base of Apna Ghar as soon as it is built.        The aim is to prepare a detailed feasibility study into the location of the centre, the
         building requirements and to seek funding for the project. This will include all technical specifications and CTAC will also oversee the

QLHC17 Rochdale Healthy Living Initiative Phase 2        Phase 2 will provide office accommodation and equipment for the Healthy Living Initiative.      
QLNP01 End of Scheme Evaluation and Contingency  To employ consultants to carry out an independent end of scheme evaluation of the SRB Programme and to produce a final report.
         The Evaluation will :
         review the original strategic objectives and baselines and determine what progress has been made against these original objectives.
         Review all SRB Projects
         review outputs and the impact on the area as a whole
         review the impacts the programme has had on residents within the SRB area
         review complementary schemes and their impact
         review management systems
         identify lessons learned
         produce a forward strategy for the programme and for projects.
         build in an element of Community Evaluation.

QLYD01 WARDLEWORTH YOUTH FORUM- COMPLETED        Basic training will be provided for young people on how decisions are made in the local area and how to express their opinions on
         community matters. Training weekends will be designed to understand the conflict between generations.

QLYD02 YOUTH BASE        Wardleworth & Hammer Youth Council has successfully brought together several youth groups. A youth base in Gower Street opening
         several days and evenings would offer a wide range of activities and resources to young people. Staff provided through the Youth
         Service would support the Youth Council. This will be the first project of its kind ever to be run in Rochdale, and one of the first in the
         country. It is intended to be a model of good practice by empowering young people at grass roots level.


QLYD03 Commonwealth Games Pre-volunteer Programme        The project will employ a part-time Guidance & Development Officer to work with disaffected young people within the SRB5 area in order to
         improve/enhance their access to the Commonwealth Games Volunteer Programme and in doing so:
        
         1) improve access to employment opportunities
         2) improve access to learning opportunities
         3) raise the profile of the benefits of volunteering.

SICD01 CASTLEMERE COMMUNITY CENTRE       Refurbishment of community centre and will create a multi-use activity space.

SICD02 VOICE OF ASIAN WOMEN      The project will operate from Wardleworth Women's Welfare Association and will employ 1.5 full-time staff. The project will provide
         refurbished premises, which will be used by several user groups for a wide range of activities run solely by women for women. The target
         population will be women and children throughout the SRB5 area.

SICD03 Community Led Transport Package Programme Line    This scheme will develop a community transport service in the poorest communities [linkages to access to employment/Kingsway].
         Possibly provide a Safer Routes to School initiative.

SICD04 STREETCRED CREDIT UNION   Working in partnership with others to develop a Credit Union providing financial services for people living and working within the SRB5 area.
         This will involve seminars, training, capacity building and marketing both in English and appropriate community languages. The project will
         target people of all ages' gender and race.

SICD05 COMPLETED - A Travel Plan for Inner Rochdale      Feasibility study to identify actions needed to deliver a Travel Plan that will underpin the regeneration of Inner Rochdale, through improving
         accessibility to employment, training, education, services and leisure; reducing the impact of motorised traffic, improving road and
         community safety and increasing the proportion of short trips made by foot/cycle.

SICD06 Rochdale Community Transport      Purchase 2 new fully accessible 16 sweater minibuses for Rochdale Community Transport.
         They will be used by the organisation to provide door to door transport from the Inner Rochdale SRB Area tic Kingsway Business Park and
         other key destinations within the SRB 5 area.

SICD09 ROCHDALE WOMEN'S WELFARE ASSOCIATION     To build a multi purpose one storey building to the rear of the current premises encompassing disabled access and large hall with crèche
         facilities.     
SICS01 RACE RELATIONS OFFICER - WITHDRAWN        A Race Relations Officer will be appointed to monitor racial incidents and develop appropriate policies to assist the victims and liaise with
         other related agencies. Training and information will be given to the ethnic minority communities.
        
SICS02 COMMUNITY CRIME PREVENTION- WITHDRAWN     Look at details on file from Jan Hargreaves including the request for additional monies to enable the project to run into year7.
                  This project will employ Crime Prevention Officers [bilingual] who will work with existing groups to encourage formation of new group's i.e.
         home watch schemes and inter-agency groups. Will also recommend security measures to houses and businesses.
        
SICS03 OPERATION STATESMAN       The scheme will target crime priority areas providing security advice and upgrading of homes and limited upgrading of businesses.
SICS04 COMMUNITY JUSTICE PROJECT         A mobile facility will be provided for undirected youths. There will be a meeting place to talk, advice on preventing crime and the provision
         of CCTV and video monitoring and taping equipment.
SICS05 Rochdale Youth Court Drugs Counsellor -Withdrawn  A counselling service will be provided for young people appearing at the Youth Court in Middleton, particularly around the issues of drugs
         and alcohol.

SICS06 BTA - Wardleworth Home Improvement Project        This will provide home improvement programmes throughout Wardleworth and Hammer including repair and maintenance, property safety
         audits, energy efficiency audits. Establishment of a 'handyperson' service [D.I.Y.] and support for asthma sufferers.

SICS07 SECURE BY IMPROVEMENTS    The project provides grant support to non-residential properties for security improvements. Up to 50% of the funding is provided towards
         the total cost of proposed security works to a max of £5k. Advice and guidance on suitable security for properties is provided via
         appropriate agencies and the Project Manager.
SICS08 BUILDING BRIDGES
SICS09 Centre of Learning and Integration        The project will refurbish an unused space at Deen House into a living and learning centre. The work will transform an area into a purpose
         built training/ conference/ workshops facility.
         The building will be refurbished and equipped with modern ICT and other related technology and furniture

SIYP01 BI-LINGUAL THEATRE COMPANY        A programme for young people aged 5-18. Will provide theatre production, workshops and educational resource materials. Primarily aimed
         at the Asian communities and links to the language support services.

SIYP02 YOUTH THEATRE PROVISION   This project will provide youth theatre resources at Hammer School and at other venues in the SRB area. Groups will create their own theatre
         productions. It is open to 8-21 year olds across whole target area.

SIYP03 SKYLIGHT AND SOCIAL INCLUSION     This project will develop a youth circus resource at Broadwater Centre targeting 6-11 year olds and also provide a mobile youth circus
         resource for 6-16 year olds.

SIYP04 RATHBONE  This project will assist those with special needs to maintain their own tenancies including budgeting, cooking D.I.Y. and health education.

SIYP05 A VOICE FOR YOUNG PEOPLE  This project will employ a full time worker to work alongside the Youth Empowerment Staff. They will recruit and train groups of young
         people in research and consultation techniques to then run consultation processes and events with young people in the SRB area on a range
         of issues including e.g. housing, environment, regeneration, crime and disorder, particular areas of service provision etc. The consultation
         issues may be initiated by young people/youth forums but are more likely to be requested by agencies and service providers within the
         local authority and beyond.

SIYP06 Young Peoples Centre      This project will provide a young person's centre offering information and advice on a wide range of subjects on a drop-in basis; a dedicated
         young person's counselling service, training and social education programme and access to leisure based activities. The project will be
         based at Waterside House, Water Street, Rochdale and will be staffed by a full time dedicated worker.
