FREEDOM OF INFORMATION REQUEST REFERENCE NUMBER 1613.09
I write in connection with your request for information dated the 04 March 2009. I note you seek access to the following information:
I am seeking a copy of a document identified as the North Yorkshire Police `Capacity & Capability Review'. I understand that this was completed recently (possibly in 2008?) on the instructions of the Chief Constable.
Following receipt of your request searches were conducted within North Yorkshire Police to locate the information requested.
I can confirm North Yorkshire Police hold a document entitled North Yorkshire Police Capacity and Capability Review (CCR).
I have decided to disclose to you the document pages 1 to part page 12 and pages 46 to 49. I exempt page 12 from 5.1 to page 45 inclusive pursuant to the provisions of section 38 Health & Safety and section 40 Personal Information, of the Act.
Reasons for Decision
The CCR review document is completed but the Workforce Change Programme as part of Phase 2 of the CCR is not. There are still issues to be managed throughout the force with regard to the outcomes of the CCR. It is for this reason that I have exempted the specified pages.
S.38 Health & Safety
It is likely that some named roles within the exempted information will identify officers or staff, who at this time are likely to be at one of the various stages of the CCR implementation. It is with their own, their family and colleagues well being in mind that I feel although of interest to the public it is not in the public interest to disclose this information at the current time.
S.40 Personal Information
Absolute (in part) Class-based exemption
It is likely that information within the exempted sections will identify officers or staff. Disclosure would breach Data Protection Principles and ECHR article 8.
