3. Minutes of Last Meeting

The minutes of the meeting held on 27th April 2006 were accepted as a true and correct record of proceedings.

  1. Matters Arising/Actions

Sheila reported that the Corporate Management Team in Conwy had reconfigured and that she is now a member of the Senior Executive Team which has been broadened.

Sheila introduced Rachael Gill, Marketing and Communication Manager for Conwy County Borough Council. Rachael will take up her new role on a full time basis on 1st July 2006. In the meantime she is working three days in this position and two days as Enterprise Manager, Antur Conwy Enterprise.

Rachael circulated a forthcoming press release regarding discussions with the BBC. for the Children in Need Regional Concert 2006 for Wales to be held in Colwyn Bay. This press release will go out on Monday 5th June, to be in the local papers for Thursday 8th June. The event will be Part funded by CCBC and an application has been made to the North Wales Events Commission for the remainder of the cost. If this bid is successful the concert will be held in Eirias Park in November 2006 . The Board agreed that this will be a positive step for Colwyn Bay and the Bay Life Initiative

A discussion took place regarding what resources may be required for the concert. Simon Humphries suggested that a request is made for the Police helicopter to be used to “showcase” Colwyn Bay with aerial shots of the Bay.

A further discussion took place about the need to feature a local children's charity in a short film clip. A transparent process is required to decide which of the suggested children's charities to feature.

A suggestion was made to run a “Conwy Race for life” to celebrate the Conwy County Borough Council's 10th Birthday, and to film this at the arena to link in with Children in Need. An idea was put forward to ask the local Council if they would sponsor improved Christmas lights and ask a celebrity to switch them on.

Rachael informed the Board that the BBC would deal with the distribution of the free tickets and it was hoped that between 6,000 & 10,000 people would attend the event. Statistics can be provided by the BBC regarding the geographical mix of the audience.

Sheila Potter and Linda Ford will formally announce the “Children in Need” project to the Town Council at a meeting on Tuesday.

Simon Humphries updated the Board on the Waterfront Slipway Project. He had introduced the matter at the JAG meeting and has now had assurance that the work will be completed as soon as possible. Simon will inform the Board of the update after the next JAG meeting on 15th June.

  1. Co-ordinators Update Report

Linda Ford circulated her Co-ordinators report.

Linda informed the Board that a sub group was convened to discuss potential projects to fast track. There is an opportunity to apply for a final round of funding from the Physical Regeneration Fund (implementation) but only projects which have already been worked up and not dependant on other projects can be considered. The sub group agreed three projects to review & potentially take forward:

Peter Detheridge will now contact the original consultants to provide up to date costings and will progress the projects as quickly as possible. Linda Ford to liaise.

Linda Ford informed the Board that the full Executive Board will be meeting this afternoon to discuss which projects to take forward for the core project (2007-2014 plan). This meeting will be facilitated by Wavehill consultants and attended by Sheila Potter, Carol Weller and Rachael Gill to provide potential funding input & advice.

A sub group has also been set up to work on the Branding which includes Rachel Gill, Ingrid Lewis, Karen Short and Linda Ford. The first meeting has been arranged for 13th June 2006.

The competition for the Face of Colwyn Bay has now closed. Applications are being considered by Ontrac to decide on the “family” to feature on the posters. A suggestion was made by Simon Humphries to add `Bay Safe' to the themes. The Board were supportive of this idea.

Linda Ford to provide Ontrac with details/portfolios of local photographers who may be approached for the photographic images.

The Bay Life logo is now in use and Ontrac are happy to provide a style guide regarding the use of the logo when required. Rachel suggested that plastic bags with the logo on could be used on the Community Information day and be filled with pens, mouse-mats etc. Simon offered “Arrive Alive” promotion materials from North Wales Police. Rachael also suggested that T-shirts, printed with the Bay Life logo could be worn by the people facilitating the public Information day. This was agreed and Rachel will progress with this.

Sheila met with Sarah Deaves this week to discuss the performance measurement framework and timescales for the final draft.

A Project Management Board meeting has been arranged for Tuesday 18th July 2006, from 1pm until 4pm at CAIS Data Centre, Raymond Court, Princes Drive, Colwyn Bay. This purpose meeting will be to review the draft performance framework and will be combined with the regular Project Management Board meeting for July 2006.

Wavehill have completed most of the interviews with the local businesses and charities. The Community and Information day will take place on Saturday 10th June when local people and visitors will be interviewed to see how they feel about Colwyn Bay. This process will be repeated at intervals in the future in order to measure progress.

The perceived lack of communication between the Town Council and the Regeneration Committee has now been addressed and the first bulletin has been circulated. Linda has received a good feedback from the Town Council and the County Council. Linda has received one request for a bilingual bulletin. This was not agreed as the bulletins are internal.

Information for the Bay life website has been given for translation this week and the web pages should be live by next week. Access to these pages will be through a shortcut on www.conwy.gov.uk This will offer a speedy, cost effective solution and can easily be transferred to a separate domain in the medium term

Alan Pugh AM met with Sheila Potter, Ingrid Lewis and Linda Ford for a walking tour around Colwyn Bay. Alun Pugh was very supportive of the Bay life Initiative and asked to be kept informed of it's progress via the bulletin

Carole Weller and Linda Ford attended a meeting regarding the Coastal Defence Strategy. They were informed that the current sea defences are not adequate to protect Colwyn Bay over the next 50 years and that action must be taken to address this serious issue. There are a variety of options ranging from rock armour to offshore breakwaters. Any decision will be subject to public consultation and potential funding. The final choice is likely to have a major impact on the future of Colwyn Bay so it is important for the Bay Life Initiative to remain informed about coastal defence developments and vice versa . Linda Ford will continue to attend future meetings for this purpose.

Liverpool University students recently held an exhibition, on the pier, with their ideas of how Colwyn Bay could be improved. Many of the ideas related to moving Colwyn Bay Train Station.

Linda Ford provided a financial update and informed the Board that there was approximately £43,000 left in the budget, but there are commitments for the office and admin support, which leaves approximately £35,000 left to spend on project development consultancy. Sheila reminded the Board that there would be a need to reserve sufficient funds for design costs. Carole Weller volunteered that DEIN may be able to co-fund the initial costs. Sheila said that the Council may be prepared to co-fund the “Streetscape” Projects. This will be broached with the Town Council on the 6th June.

A discussion took place regarding various projects and their potential funding sources. This can be addressed in more detail when the plan has progressed to the project stage.
