MOD NON-DEPARTMENTAL PUBLIC BODIES  
A Non-Departmental Public Body (NDPB) is a body that has a role in the process of 
national Government, but is not a Government Department or part of one, and which 
accordingly operates to a greater or lesser extent at arms length from Ministers. 
MOD NDPBs are split into those with executive and those with advisory functions. 
Executive bodies usually carry out prescribed functions within Government guidelines, 
and receive some sort of funding from their sponsoring Departments. Advisory 
bodies are set up by Ministers to advise them and their Departments on particular 
matter. MOD also has one Independent Monitoring Board NDPB. 
Appointments to NDPBs are usually made by Ministers and are governed by the 
procedures set down by the Commissioner for Public Appointments, details of which

EXECUTIVE NDPBs 
The Royal Naval Museums 
The Naval Museums exist to conserve and bring before the public displays which 
show how the Navy has played a very significant part in the life and well being of the 
nation through the centuries. Their aim is to show how the modern Navy has grown 
from the past, and to reveal something of the life and bravery of the men and women 
who have served and still serve in the Royal Navy and Royal Marines. Similarly they 
display examples of the wide range of equipment, from domestic and personal items 
to machinery and weapons, which are an inherent part of Navy life. The museums 
are also important and valuable repositories of historical records, including film and 
oral history, which is available for researchers and historians. 
Potential members of the Trustee Body would include those who have an interest in 
the UK’s Armed Forces, with particular reference to the Royal Navy or Royal Marines. 
They should also have experience or interest in either business, finance, education 
and other professions, museums and archives or the law. Appointments are unpaid 
and are usually for 3 years.  All four Museums are registered charities. The Office of 
National Statistics has recently reclassified the Fleet Air Arm Museum as a Public 
Corporation.

The Royal Naval Museum originates from the Dockyard Museum, which was founded 
in 1911. Its purpose is to collect, preserve and exhibit articles and records relating to 
the history and traditions of the Royal Navy and its people, from earliest times to the 
present. It provides research and information services for serving members of the 
Royal Navy, the general public and schools.

Council of the National Army Museum 
The National Army Museum (NAM) was established in 1960 by Royal Charter. It 
moved to its present building in Chelsea in 1971. It is a Registered Charity and has 
the status of a national museum. It is governed by a Council of nine members. 
The purpose of the NAM is to collect, preserve and exhibit objects and records 
relating to the history of the British Army from c1415 until the present day, so that the 
achievements, history and traditions of the British Army shall be better known.

The Royal Air Force Museum 
The RAF Museum was founded in 1963 to preserve, conserve and exhibit the history 
of the Royal Air Force and its relationship with aviation. It is the only UK National 
Museum to concentrate solely on the development of aviation and it aims to promote 
an understanding of the role and achievements of the Royal Air Force in that context.

The Oil and Pipelines Agency 
The Oil and Pipelines Agency was set up under an Act of Parliament (The Oil and 
Pipelines Act 1985) and is responsible for managing the Government Pipeline and 
Storage System (GPSS). It oversees all aspects of the operation and maintenance of 
the pipeline and storage facilities, ensuring that UK military requirements for aviation 
fuel are met. The Agency also generates income from the system, mainly receipts 
from the use of the pipeline and storage facilities by the United States Air Force and 
commercial operators. The Agency employs 23 people including four members.

The Advisory Committee on Conscientious Objectors was established in 1970. It

Animal Welfare Advisory Committee 

The objectives of the Animal Welfare Advisory Committee (AWAC) are to ensure the 
maintenance of the highest standards of animal welfare for animals used for defence 
research purposes and to provide independent oversight. The majority of animals 
used in defence research will be in the Defence Science and Technology Laboratory 
(Dstl) establishments. 
The Committee will review:  
 
•  The operation and effectiveness of the Animal Care and Use Committees;  
 
•  The operation and effectiveness of the Ethical Review Process for projected 
scientific work involving the use of animals;  
 
•  Implementation and the audit of the 3 Rs principle; Reduction, Refinement 
and Replacement (as defined by W M S Russell and R L Burch in ‘The 
Principles of Humane Experimental Technique 1959’ Methuen and Co 
London);  
 
•  External peer review of the results of scientific work involving animals;  
 
•  Broad trends in the numbers of animals used and the numbers of animals 
bred under the Animals (Scientific Procedures) Act annually;  
 
•  Local control over any procedures on live animals not covered by the Animals 
(Scientific Procedures) Act, e.g. euthanasia;  
 
•  Training and education programmes for all relevant personnel on the use and 
care of animals;  
 
•  Initiatives to ensure the maintenance of high standards of animal welfare in 
defence research establishments.  
The committee is fully independent and has full access to all Dstl facilities where 
experiments involving the use of animals may be carried out on behalf of the MOD. 
The committee advises Dstl Senior Staff and reports to Ministers through the Chief 
Scientific Adviser at the Ministry of Defence. In order to fulfil its remit AWAC are able 
to consult, inspect and make enquiries into all aspects of animal care and their use in 
the research programme.  It can interview research scientists, animal technologists 
along with other support staff and are assisted by senior management in their 
enquiries. AWAC monitors the ethical review process for projected scientific work 
involving the use of animals and looks at the active implementation of the 3 R’s, 
reduction, refinement and replacement. Additionally the committee assesses the 
degree of external peer review of results from experiments involving animals. The 
committee also observes and reviews the training and education programmes for 
Dstl personnel relevant to the use or care of animals. Through the implementation of 
these initiatives AWAC is able to ensure that the MOD maintains the highest possible 
standards of animal welfare and husbandry. 
 
The Committee is not responsible for monitoring compliance with the Animals 
(Scientific Procedures) Act. This is the duty of the Home Office.

The Armed Forces Pay Review Body is independent of Government and advises on 
the remuneration and charges for members of the Naval, Military, and Air Forces of

Central Advisory Committee on Pensions and Compensation 
The Central Advisory Committee on Pensions and Compensation (previously the 
Central Advisory Committee on War Pensions ) was established by the War 
Pensions Act 1921 "to consider such matters as may be put before them by the 
Minister for their advice"
. The Committee has been the subject of a review during 
2007/08 to refocus its work so that it may be more effective in providing advice on 
policy issues affecting all the service pension and compensation schemes; and act 
as a credible and visible consultative mechanism for the service pensions and 
compensation schemes. There are currently representatives of ex-Service 
organisations, occupational pensions groups, and regional War Pensions Committee 
Chairs. Single Service representatives and officers of the Department also serve on 
the Committee. Ministerially-chaired meetings (by the Under Secretary of stae) 
normally take place twice a year.

Defence Nuclear Safety Committee (DNSC) 
The DNSC is responsible for advising the Secretary of State for Defence (and other 
Ministers) on all public safety matters associated with the construction, operation and 
maintenance of nuclear powered warships and the design, manufacture, transport, 
storage, handling and operational training related to nuclear weapon systems. 
The Committee comprises 10 members, including the Chairman, all of whom are 
drawn from outside the MOD. Experts in all relevant matters sit on the Committee. 
They are assisted by MOD officials. The full Committee meets at least three times a

Defence Scientific Advisory Council  
The Defence Scientific Advisory Council (DSAC) is established to provide 
independent advice to the Secretary of State for Defence on matters of concern to 
the Ministry of Defence in the fields of science, engineering, technology and analysis 
(SETA).  Its terms of reference are: 
a. To advise on all aspects of the MoD research and development programme, 
including direction, content, exploitation, balance and changes, and value for money. 
b. To advise on the use of SETA resources within MoD. 
c. To advise on ways of achieving cross cutting capabilities, from conception to 
disposal and across all Defence Lines of Development. 
d. To advise on operational issues. 
e. To advise on ad hoc issues, including broad strategic issues, priorities and policies 
internal to MoD and those that are external to, but will impact upon, MoD. 
f. To advise on emerging external developments, innovation, opportunities and 
threats to MoD, both national and international. 

Whilst MoD and DSAC will work together to instigate studies in all these areas, 
DSAC should identify and drive the instigation of studies and reviews in areas of 
research and SETA capability. 
DSAC should work with key international partners where appropriate. 
The Chairman of DSAC reports annually to the Secretary of State. 
DSAC’s remit has evolved from its primary role of reviewing and advising the 
research programme to taking a more strategic view of all SETA aspects across MoD 
on behalf of the Secretary of State. DSAC does not provide scientific or technical 
advice to suppliers of research.  
The Council is supported by a register of independent advisors which provides a pool 
of expertise that can be drawn upon for specific tasks. Only members of the Council 
hold public appointments.

National Employer Advisory Board 

The Board was formed in 2002 to advise the Secretary of State for Defence and the 
Ministry of Defence about how the MOD can most effectively gain and maintain the 
support of the employers of Britain’s Reserve Forces.  The Board is responsible for 
advising the Supporting Britain’s Reservists and Employers campaign, which aims to 
provide information to the employers of reservists, thereby gaining and maintaining 
their support for Britain’s Reserve Forces.  
The Board comprises 15 members and is chaired by The Rt Hon the Lord Glenarthur 
DL. The members are selected to represent employers, large and small, public and 
private, from across the UK. It also includes representatives of employer related 
bodies such as the Confederation of British Industry, the Institute of Directors and the

Nuclear Research Advisory Council 
The Nuclear Research Advisory Council (NRAC) is charged with reviewing the 
Atomic Weapons Establishment (AWE) nuclear warhead research and capability 
maintenance programme, including the requirement for above ground experiments 
and other facilities and techniques necessary to develop and maintain a UK nuclear 
weapon capability in the absence of underground testing. The NRAC also examines 
AWE’s programme of international collaboration. 
The NRAC has nine members, including the Chair. They are appointed by the 
Secretary of State. Members serve for four years thereafter renewable biennially.

Review Board for Government Contracts 

The Review Board was set up in 1968, under an agreement between the 
Government and the Confederation of British Industry (CBI). It was charged with two 
functions: 
a) to review periodically (normally at three-yearly intervals) the operation of the profit 
formula used in pricing non-competitive Government contracts;
 
b) to determine any price adjustments which may be appropriate in relation to any 
particular contract which is referred to the Board on the basis of a complaint by either 
party that the price negotiated was not fair and reasonable.
 
Following its Report on the Fourth General Review published in March 1984, the 
Board now carries out intermediate reviews at the end of the first and second year of 
each succeeding three-year period. Such reviews are normally limited to examination 
of the profit formula target rate of return. Reports on both the General and Annual 
Reviews are published by the Stationery Office and placed in the libraries of the 
Houses of Parliament.

The War Pensions Committees 
War Pensions Committees (WPCs) are appointed by the Secretary of State to 
represent the interests of war disablement pensioners and war widow(er)s. There are 
13 WPCs covering the whole of the United Kingdom, each having between 12 and 20 
members. There are also committees in the Republic of Ireland and the Isle of Man 
which have a similar role. 
The WPCs are independent of the Service Personnel and Veterans Agency (SPVA) 
but work very closely with the Agency’s staff to carry out their 4 main functions. 
WPCs are Non-Departmental Public Bodies whose main functions are to: 
•  act as a medium for local consultation by Ministers, the Ministry of Defence  
and the SPVA on issues affecting war pensioners and war widow(er)s;  
•  raise awareness of the War Pensions Scheme and the services of the 
Veterans Welfare Service (VWS) in their area;  
•  support and monitor the work of the VWS and seek to co-ordinate the efforts 
of voluntary and statutory sector organisations to deliver the best possible 
welfare support to war pensioners and war widow(er)s;  
•  assist individual war pensioners and war widow(er)s with any problem or 
complaint they have regarding war pensions or the SPVA and act on their 
behalf when appropriate.

INDEPENDENT MONITORING BOARD NDPB 
Independent Board of Visitors for the Military Corrective Training 
Centre 

The Military Corrective Training Centre (MCTC) at Colchester is the only 
establishment of its kind and provides detention facilities for men and women of the 
Armed Forces.  The majority of those detained are not sentenced for criminal 
offences and return to their military duties on release.  A smaller number are 
sentenced to be dismissed from the Services after detention and are taught skills that 
will prepare them for civilian life. The Independent Board of Visitors is a requirement 
under the provision of the Imprisonment and Detention (Army) Rules 1979.  It is 
charged with inspecting the MCTC on at least 2 occasions in a year and inquiring into 
any matters, which the Secretary of State directs them to or into any alleged abuses 
or shortcomings, which may come to their notice. Board Members are appointed by 
the Under Secretary of State, in the first instance, for five years. The Board meets 4

Op Telic Health Research Review Board (THRRB) 
 
Operation TELIC is the UK contribution to the ongoing military operation in Iraq. The 
Op TELIC Health Research Review Board oversees the independent research that 
the Ministry of Defence has commissioned into the health of Service personnel 
returning from Op TELIC. The Review Board is required to provide the independent 
scrutiny and validation function for the research and to advise the MOD on the need 
for any additional research. The THRRB is made up of experts in the medical and 
anthropological fields nominated by the Medical Research Council (MRC) and the 
Economic and Social Research Council (ESRC), and representatives from the Royal 
British Legion (RBL) and MOD. The chairman is Professor Alan Silman of the 
University of Manchester.
