You should also include the School's Strategy for Change as Appendix 1 of the completed Business Case and complete the School ICT Output Specification template, ensuring that all school enhancement are cross-referenced to the School's Strategy for Change. The completed ICT Output Specification should be attached to the submitted Business Case as Appendix 2.
Commercial case
Set out the likely attractiveness of the project to suppliers (and how you know this); indicate your intended route to market (either Becta Frameworks or an alternative, recognised best-value framework) giving reasons for this choice and the strategies you will use to sound out the market.
If you intend to keep any of the work in-house; please indicate how you will ensure that the performance of your ICT solution will match or exceed the standards set out in the ICT Payment Mechanism.
Buildings and FM Interfaces
Set out the processes through which you will ensure that the design of your new or remodelled school takes account of and integrates fully with your ICT system (including operational integration with FM & efficiencies through integrating network infrastructure and the Building Management System with learning platform etc).
How will you identify, evaluate and manage the risks associated with successfully integrating design, construction and ICT? Integration risks should be included in the completed Risk Register which should be attached as Appendix 3 to the completed Business Case.
Who will bear the cost of integration?
Financial case
Set out the cost for your proposed ICT solution and demonstrate how it will be met within the agreed funding envelope - this should include costs for the complete solution including contract management, interoperability with wider local authority systems, implementation, integration of legacy equipment, training etc and not just the cost the technology itself.
Affordability
Please confirm:
how the key characteristics of ICT provision will be achieved (using the template cost summary sheet or a similar format)
the initial capital requirement
annual operational and maintenance costs, and how these will be met;
how technology will be refreshed

Appendix 3 - Risk Register
Please identify the risks associated with designing, procuring, installing and managing the school ICT solution and integrating it with the area-wide BSF solution. You will also need to indicate how you will mitigate each risk, the severity of the impact if the risk materialises and the effect of mitigation. The assumption is that overall responsibility for the risks lies with the governing body. However, you are asked to identify the member of staff who will be the “owner” of each risk and the mitigating actions.
