Dear Mr Sands,
I am writing with reference to your request for information regarding IMPACT
Nominal Index, dated 24th February 2009, made under section 1(1) of the Freedom
of Information Act.
You asked for the following information:
Who is the Data Controller for the IMPACT Nominal Index?
Is there any documented process to request copies of personal entries?
A copy of the information is provided below.
Extract from the INI Data Processing Agreement dated 27 November 2007
This agreement is for the processing of personal and sensitive personal data in the
IMPACT Nominal Index by Cable & Wireless UK (Data Processor) for the Chief Police
Officers of the United Kingdom of Great Britain and Northern Ireland and other
approved contributors to the Index (Data Controllers).
This agreement is between Cable & Wireless UK and The National Policing
Improvement Agency, which has been appointed by the Data Controllers as their
agent for the purpose of entering into this Agreement.

The Data Controllers are the Chief Police Officers of the listed and
restrictively listed police forces provided by paragraph 3 of Schedule 1, part 1 of
the Police and Justice Act 2006. Additional Data Controllers may be specified by
way of addenda to this agreement.

The Chief Police Officers for England, Wales, Scotland and Northern Ireland
forces, the British Transport Police and the Ministry of Defence Police and Guarding
Agency are represented for the purpose of this agreement by Mr Ian Readhead,
Deputy Chief Constable, in his capacity as Chair of the Association of Chief Police
Officers Data Protection and Freedom of Information Portfolio Group (or his
successor) of 1st floor, 10 Victoria Street, London, SW1 0NN.

The Service Police Crime Bureau is represented by the Provost Marshal
(Army).

Additional Data Controllers may either agree to be represented as specified in
clause 3 or will make alternative arrangements. These will be specified in addenda
to this Agreement.

IMPACT Nominal Index
The INI only contains basic information – such as name, date of birth, gender,
place of birth, any local force and PNC reference numbers, and the business area in
which the detailed information is held. To get access to the more detailed
information, a request must be made to the force holding it.
We take our responsibilities under the Freedom of Information Act seriously but, if
you feel your request has not been properly handled or you are otherwise
dissatisfied with the outcome of your request, you have the right to complain. We
will investigate the matter and endeavour to reply within 3 – 6 weeks. You should
