I write with regard to your request for a review of the University’s response to your Freedom of
Information request - Request Review reference, FOI Review 2009/59 – F0056738 as noted below.
I am writing to request an internal review of University of Glasgow's handling of my FOI request 'audit
details'.

My reason for seeking a review is that in relation to the later reports produced by your "out-sourced"
internal auditor you have not provided the full report and are therefore in breach of your legal
obligation to provide all of the information that I requested.
For example in the 07/08 annual report of Deloitte there are cross-references to page 4 and page 14
and yet these are not provided even although they are very clearly part of the report that I requested.
Similarly in the 2006 report there are cross references to page 8 and page 10 yet these are not provided
even although again they are very clearly part of the report that I requested.
In carrying out your review can you please consider:
1 Whether the omission of these parts of the reports that I requested was accidental or deliberate.
2 If it was deliberate what was your reason for deliberately withholding this Information
3 If it was accidental can you please release the information to me without further delay and investigate
how you came to accidentally omit information that you are under a strict legal duty to release.
I have reviewed the documentation I have received in relation to your review request and note that the
University of Glasgow has provided you with Audit Committee Annual reports for 2002/03, 2003/04,
2004/05, 2006, 2007 and 2008 together with Internal Audit Annual reports for 2002/03, 2003/04,
2004/05, 2006, 2007 and 2008.

After careful examination of the information supplied to me in relation to your FoI request I have
concluded that the information as supplied to you complies with that request. In addition I have been
advised that the University of Glasgow has received verbal confirmation from Deloitte and Touche LLP
that the information supplied to you for 2006 and for 2007/08 constitutes the firm’s Annual Internal
Audit report to the Audit Committee.
The supply of documents under the terms of the Freedom of Information (Scotland) Act 2002 does not
give the applicant or whoever receives the information any right to re-use it in such a way that might
infringe the Copyright, Designs and Patents Act 1988 (for example, by making multiple copies,
publishing or otherwise distributing the information to other individuals and the public). The Freedom
of Information (Scotland) Act 2002 (Consequential Modifications) Order 2004 ensured that Section 50
of the Copyright, Designs and Patents Act 1988 (“CDPA”) applies to the Freedom of Information
(Scotland) Act 2002 (“FOISA”).
Breach of copyright law is an actionable offence and the University expressly reserves its rights and
remedies available to it pursuant to the CDPA and common law. Further information on copyright is

I confirm that this letter signifies the end of the University’s internal procedures. If you remain
dissatisfied with the outcome of this review you can appeal to the Office of the Scottish Information
