Thank you for your request for information under the Freedom of Information Act 2000
(FOIA). You asked for copies of all documents, emails etc produced in the development
process of the SORN LLP notices and the formulation of Policy in this area.
I can confirm that DVLA holds this information within its files.  However, this information is
held in several ranges of files each containing multiple sub files in various areas within the
DVLA.  To process your request would, therefore, require a manual interrogation of each
individual SORN file. Whilst DVLA may hold this information, it is the Agency’s policy not
to process requests likely to exceed the cost limit of £600 for provision of information under
the FOIA. This represents the estimated cost of one person spending 3½ working days in
locating, retrieving and extracting the information. This information will not, therefore, be
made available to you as in the circumstances we are not obliged to do so by virtue of Section
12(1) of the FOIA.
If you are unhappy with the decisions made by this Agency in relation to your request, you
may ask for an internal review. If you wish to complain, you should write to the Freedom of
Information Section, D16, DVLA, Longview Road, Swansea SA6 7JL or email to

If you are not content with the outcome of the internal review, you have the right to apply
directly to the Information Commissioner for a decision. The Information Commissioner can
