Please see the email below from Jerry Harland regarding the UASC Reform Steering Group
‘post-18’ and ‘front-end’ sub-groups that you have kindly agreed to attend. UKBA are in the
process of reviewing the direction that they want the Reform Programme to take so, as
outlined by Jerry below, can I suggest that we postpone organising meetings of the main
UASC Reform Steering Group and the ‘front-end’ processes sub-group until there is more
clarity about the situation. Hopefully, the LGA Asylum and Refugee Taskgroup meeting on
the 15th January will provide that clarity as Phil Woolas will be attending and the UASC
Reform Programme will be one of the main issues to be discussed.
That said, Jerry Harland would still like to go ahead with the Post-18 issues sub-group and
has suggested two dates: 15th or 29th January. Could the members of the Post-18 issues
sub-group please let me know which date is preferable and whether a morning or afternoon
meeting is. Please let me know by the 8th January so that I can try and arrange a venue
etc.

Sorry I meant to get back to you sooner. The position at the moment is that
although we would like to see the two working groups start their
deliberations, we need to first of all get clues from the top of UKBA as to a)
the likelihood of any further monies being made available to cover the
shortfalls that are inevitably going to be discovered when we sit down to talk
about how we resolve the post-18 issues and b) the direction they wish
UASC Reform to take.
I think that until the organisational structure has been confirmed post-
Brian’s departure that any contact about UASC should at the very least be
copied to Simon Bentley and myself, as we do the bulk of the day to day
work on the reform programme. There is a Director, Keith Lambert, who has
been appointed by Dee but he has a much wider role in Immigration Group
that Brian never had. You obviously have my e mail address the others

Although I think the position regarding the direction of UASC Reform is not
particularly clear at the moment I would like to suggest a couple of dates
when we could have the first meetings of the Post-18 Group. Either
Thursday 15 or Thursday 29 January. We could meet here but it might be
more appropriate to meet in Central London, perhaps from either 11.00am
to 13.00pm or from 14.00pm to 16.00pm. Both Simon and myself are quite
relaxed about when or where we hold the meeting but think that two hours
would be adequate on the first occasion.
As for the “front-end” processes working group I have to leave that until the
New Year as the membership from UKBA is rather more complicated for
this group.
