With apologies for the lateness,  please find attached a paper for discussion at the meeting tomorrow. It
looks at the possibility of making some changes to post-18 legislation - as discussed at the meeting
last month. Also enclosed is a copy of the statutory guidance to local authorities on how to interpret the
existing legislation (more by way of information). I suggest we use most of the time tomorrow to run
through the issues in the paper. I’ll do a quick summary after the meeting, circulate to others, and
those who can’t attend can feed through any written views.
 
Other matters……
 
Jerry and I will give a quick update at the meeting on progress on wider reform and what the financial
situation for 08/09 is looking like. But in view of the absence of some key players like Helen I suggest
we hold off most of the discussion on these matters to the next meeting.
 
Suggest too that we leave the other main matter we’ve agreed as a main issue  - how LAs should
practically support and care for post18 UASC – to the next meeting. For information purposes,
however, I attach a copy of the existing ADCS guidance that covers this area  - “Key Transitions …….”.

I know  2.30 on 2/2 in Birmingham doesn’t suit all, but it looks like the best bet for getting
as many of us together as possible in the near future. So we’ll stick with that. There’s an
action point on me to prepare a paper on the post -18 legislative options, plus related
issues. I’ll try and get that out asap. It might be sensible to make discussion on that the
main focus of the meeting.  
 
 Richard  - With regard to a room,  I understand we’re sorted. We either use the room set
aside for the preceding ADCS meeting in City Council Offices or somewhere else nearby
that’s also available.
