PASSPORT PHOTOGRAPH TEMPLATES AND SPECIFICATIONS  
 
I am writing in relation to your Freedom of Information (FOI) request about 
templates for passport photos and the technical specifications for photo 
measurements, the response to which is now under consideration by the 
Information Commissioner’s Office (ICO). 
 
The ICO has pointed out that at the time of our internal review you were not 
provided with a copy of, or access to, the photo template in use at the time of 
your request. I apologise for this and enclose a copy of that in use in the 
summer of 2008, when you made your original request. I hope that you wil  find 
it of interest. 
 
As you wil  be aware the ICO is considering our use of exemptions in relation to 
the technical specifications for photo measurements, so far as they are not 
already in the public domain. When the ICO has considered this matter they wil  
inform us both of their findings.
