770 Public Sector Pension Liabilities

Dear Government Actuary's Department,
As part of Lord Hutton's review there is a figure of a 770 billion
liability for public sector pensions.
I would like the following :-
1) all working papers on the calculations used to derive this
number
2) Spreadsheets or papers showing the actual calculation
3) Data used to derive the calculations. For example mortality data
used in the calculation, discount rates for the liabilities and
discount rates for any assets. In addition age, sex, salary and
accrued pension rights used to derive the value.
The figure is rather strange since its very close to a figure
published quite a few years ago. I wish to investigate why it
hasn't grown. It's also very different from the 1,200 billion
figure published by Watson Wyatt.
