FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST
With reference to your request received on 3 February, please see below our response.
UDC are part of the Essex scheme and we understand that all authorities issue passes on
behalf of the Department of Transport those over 60 years of age and eligible disabled
persons, namely:-
•
Persons who are blind or partially sighted
•
Persons who are profoundly or severely deaf
•
Persons who are without speech
•
Persons who have a disability or have suffered an injury, which has a substantial and
long term adverse effect on their ability to walk
•
Persons who do not have arms or have long term loss of the use of both arms
•
Persons who have a learning disability that is a state of arrested or incomplete
development of mind which includes significant impairment of intelligence and social
functioning
•
Persons who would, if they applied for the grant of a licence to drive a motor vehicle
under Part iii of the Road Traffic Act 19088, have their application refused pursuant
to section 92 of the Act (physical fitness) otherwise than on the grounds of persistent
misuse of drugs or alcohol
The above disabling conditions which would enable a person to claim the statutory
concession are those which are permanent or which have lasted at least 12 months – or
which are likely to last at least 12 months and have a substantial effect on a person’s ability
to carry out normal day-to-day activities.
Applicants are required to provide details of their doctor and proof of their disability – e.g.
disability living allowance.
With regards mental health users/survivors, in the case of someone suffering from or having
suffered with depression, we always request a letter from the applicant’s doctor confirming
that the disability is likely to last at least 12 months.
Our procedures are based on our statutory obligation as set out by the DfT.
