Bus pass scheme 
 
The scheme provides, free of charge, a bus pass that allows the holder free off-peak 
travel on local buses anywhere in England. Off-peak hours are 9.30am until 11pm 
during the week, and all day at weekends and bank holidays. When travelling in Buckinghamshire 
you can also use your pass from 9am. 
 
A companion bus pass is available for any eligible person who can’t travel unaccompanied, and this 
allows free bus travel for the holder and their companion in Buckinghamshire only. You are eligible 
if you are aged 60 or over, or a disabled person, and live in the Aylesbury Vale District Council 
area. The bus pass is valid for three years or until the announcement of any alterations to the bus 
pass scheme conditions. 
 
Conditions of use 
 
•  A photograph of the holder must be displayed. 
 
•  The bus pass is valid off-peak, between the hours of 9.30am and 11pm during the week and all 
day on weekends and bank holidays. If you live in the Aylesbury, Chiltern, South Bucks or 
Wycombe area you can use your pass from 9am on local buses within Buckinghamshire. 
 
•  The bus pass is valid for journeys on local buses anywhere in England. 
 
•  The bus pass can only be used by the person to whom it is issued and by no other person. 
 
•  A companion bus pass can only be used when travelling with a companion in the 
Buckinghamshire area only.  
 
Eligibility 
 
To be eligible for a bus pass, you must be either: 
•  aged 60 years or over; or 
•  a disabled person 
 
All applicants must provide: 
•  a recent passport-style photo; and  
•  proof of their address. 
 
For an age-related bus pass, you must provide proof of your age. 
 
Disabled person’s bus pass 
To be eligible, your disability must be permanent or have lasted at least 12 months, or which are 
likely to last at least 12 months. The disability must have a substantial effect on your ability to carry 
out normal day-to-day activities. The following eligibility criteria are set by the government, under 
the Transport Act 2000: 
 
You are eligible if you: 
•  are blind or partially sighted  (registered as blind or registered as partially-sighted). 
•  are profoundly or severely deaf (registered with Social Services). 
•  are without speech (medical evidence required).

•  have a disability, or has suffered an injury, which has a substantial and long-term adverse effect 
on your ability to walk. You automatically qualify if you are in receipt of the higher rate 
mobility component of disability living allowance (DLA). For other applicants medical evidence 
is required that walking ability is permanently or substantially impaired. 
•  do not have arms or have long-term loss of the use of both arms. In the case of long-term loss of 
use of both arms, medical evidence is required. 
•  have a learning disability that is a state of arrested or incomplete development of mind, which 
includes significant impairment of intelligence and social functioning.  Medical evidence is 
required or evidence of any registration of people with learning disabilities. 
•  would, if you applied for a driving licence, have your application refused (other than on the 
grounds of persistent misuse of drugs or alcohol). Where there is doubt that a person would be 
refused a driving licence, medical evidence will be sought.

name and address of your doctor or medical representative. 
 
How to get your bus pass 
 
You must apply for your bus pass in person, at any of our offices. If you are disabled and can’t 
come to our offices, you may nominate someone else to bring in your application for you.
