Freedom of Information Request
I apologise for the time it has taken Gravesham Borough Council to respond to your Freedom of Information query relating to concessionary travel passes.
However I can confirm that in order for a resident (over the age of 5 years) to receive a Nationwide Free Travel Pass from Gravesham Borough Council on the grounds of disability, they are required to qualify under one of the following disability categories listed in the Transport Act 2000:
The person is blind or has partially sighted registration
The person is profoundly or severely deaf
The person is without speech
The person has a disability, or has suffered an injury, which has a substantial and long-term adverse effect on the ability to walk
The person does not have arms or has long-term loss of the use of both arms
The person has a learning disability that is a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning
The person would if applied for the grant of a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988 have an application refused pursuant to section 92 of that Act otherwise than on the ground of persistent misuse of drugs or alcohol.
Your term “mental health user or survivor” is non-specific in terms of describing the extent or nature of an individual's disability or inability to drive, however Gravesham Borough Council would issue such an applicant with a Nationwide Free Travel Pass provided he/she could provide evidence of:
Being in receipt of a Government Disability benefit e.g. Disability Living Allowance awarded at the Middle or Higher Rate OR
A doctor's note certifying that the disability started before adulthood OR
A notification letter from the DVLA refusing a Driving Licence OR
A doctor's note confirming that in their opinion a Driving Licence would not be granted under Section 92 of the Road Traffic Act.
