I am writing to request an internal review of Westminster City
Council's handling of my FOI request 'Councillor Melvyn Caplan'.

This request is now overdue.

You have yet again failed to supply a response within the legal
timeframe of the FOI 2000 Act.

This is unlawful.

Please ask somebody in your legal department to look into this
failure AS A MATTER OF URGENCY.

The address is in Councillor Caplan's Ward and he knows some people who
live there. They are not close associates of his within the meaning of

Could you therefore please set out your grounds for requesting an internal as clearly as possible. Once we receive your email, you case will be referred to a member of the Knowledge and Information Management Team who will conduct an internal review in accordance with Stage 1 of the Council's Complaints Procedure and respond to you within 20 working days.

Dear Miss Preston,

I have been deliberating over your initial (and quite bizarre)
response to my request which reads....

"The address is in Councillor Caplan's Ward and he knows some
people who live there. They are not close associates of his within
the meaning of the Members' Code of Conduct."

As previusly mentioned this nonsensical reply had confused me and
it may be due to this fact...

The company, 68 Randolph Avenue Ltd, is based at:

Station House
9-13 Swiss Terrace
Swiss Cottage
NW6 4RR

...which is blatantly not in Councillor Caplan's ward at all.

With the greatest of respect what the Dickens does your response
mean?

Station House in NW6 is not in Little Venice ward (it isn't even in Westminster) but 68 Randolph Avenue is in Little Venice ward. I would assume that 68 Randolph Avenue Ltd is the limited company set up to manage the freehold of a building which has been divided into leasehold flats where the leaseholders have a share of the freehold.

The registered office of the company is presumably that of the managing agents whom the leaseholders have appointed. Given the address, I'd guess that that is Pembertons Property Management.
