3 March 2009
Dear Mr Griffiths,

Freedom of Information Act 2000: Kaupthing Singer & Friedlander Isle of Man

1. Following our FOI response to you dated 30 January, you emailed us on 3
February, asking for an internal review to be carried out. As head of the Treasury
Information Rights Unit, I have taken a fresh look at the handling of your request and
am writing to let you know our conclusions.
2.  You had asked when HM Treasury would release the frozen funds of Kaupthing
Singer & Friedlander Isle of Man (KSF IoM)? Our reply explained that the Treasury
had not taken any freezing action in relation to KSF IoM and that any regulatory
action in that connection would be for the Isle of Man authorities. We provided
background information including web links for the Isle of Man authorities. The reply
was issued within the time limit under the Act.
3.  This seems to me very straightforward, and I am satisfied accordingly that your
request has been properly addressed. However, if there is some specific point that
made you unhappy with our response and which you feel I have overlooked, please
let me know and I will consider the matter further.
4.  You can of course complain directly to the Information Commissioner. His Office
will normally only involve themselves if you have exhausted the internal review
procedure of the authority in question. It is not easy for me to see at this stage what
might be the basis of your complaint to the Commissioner that would allow him to
engage; I think the onus is on you to help us understand what part of the FOI
handling should be reviewed before approaching the Commissioner. However, to be
helpful, he can be contacted at: The Information Commissioner’s Office, Wycliffe
House, Water Lane, Wilmslow, Cheshire, SK9 5AF.
Yours sincerely
