Thank you for submitting the Sequential and Exception Tests for our comment. The content appears to satisfy the Sequential Test (subject to some further comments below) but it is most important that the LPA have seen it and agreed it with you.
It is the Local Planning Authority who is responsible for ensuring the sequential test has been applied before registering planning applications as valid. The risk-based Sequential Test should be applied at all stages of planning and it's aim is to steer new development to areas at the lowest probability of flooding (Flood Zone 1).
Unless we have evidence of sequential tests for major sites we are unable to process applications and we will maintain an objection due to insufficient information.
Specific Comments on the Draft Sequential test
The Environment Agency will assess Section C of the Exception test through the assessment of the FRA (if the LPA agree to the ST).
There is no reference to the SFRA but this may be due to it not being completed yet.
SUDS - It is noted that there is no detail on the proposed mitigation measures in terms of any soft engineering options. Further details would be useful in the FRA. However, full assessment of the FRA will take place once the ST has been agreed.

Land Drainage Consent (LDC)
With regard to your LDC question, you can apply whenever is convenient for you. I believe this area is outside of the main planning application red line boundary so will not directly relate to the application.

Consent (for removal of the landing stage and replacing it with steps)
