Subject: Hampton Court/Jolly Boatman Pontoon
Jack,
Further to our earlier telephone conversation regarding the Hampton
Court Jolly Boatman project and your previous correspondence with our
ecological specialist, I can confirm that we would very much like to
establish the Environment Agency's position with regards the pontoon on
the Thames in relation to fish spawning in that area of the Thames.
Following our conversation, I understand that you are very close to
issuing a formal detailed response to the pontoon concept plans.
Therefore, within your response, I would be very grateful if you could
address the following points:
* Is the issue of the pontoon overshadowing the river
potentially reducing its suitability for spawning fish through
restricting reducing habitat suitability likely to raise an Environment
Agency objection, or is it a point of note that could be successfully
mitigated through minor alterations to the proposed design?
* As such, is there an acknowledged alternative design of
pontoon that could potentially meet the requirements for fish spawning
to occur?
* We understand that the existing landing area (and the
proposals for the pontoon) fulfil other EA objectives for river
transport, access to the river for a variety of other purpose and
disabled access to the river. Therefore, is the area in question
currently an active spawning area, or has the additional river uses
described above reduced its suitability as a habitat?
It would be most helpful if a response could be received as soon as
possible, because as we discussed, it would be beneficial to get to the
bottom of this issue and find a way forward.
