Concerning development on Zone 3 flood plain.
Kindly inform me whether the EA accepts the developer's reason, of
the proposed train station refurbishment driving the development,
as justifying their application of the statutory flood plain
Exception test and the omission of the statutory flood plain
Sequential Test, now that the station is already being refurbished.

If the EA accepts the omission of the Sequential test, kindly
explain the reasons.
