2004, 2005, 2006, 2007 and 2008 to date."

The Finance Department has provided the following information.

1. the names and ranks/grades of all Devon and Cornwall Constabulary

employees who are Common Purpose "graduates".

I can confirm that information falling within the description specified in your request is held by Devon and Cornwall Constabulary. However, the cost of providing you with the information is above the amount to which we are legally required to respond i.e. the cost of locating and retrieving the information exceeds the `appropriate limit' of 18 hours as set in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. This information is not collated centrally and in order to find this information we would have to search the personal file of each individual employee of the constabulary. We currently employee over 6000 people and to locate and retrieve the requested information would take well in excess of 18 hours.

In accordance with section 12(1) of the Freedom of Information Act 2000 this constabulary is not obliged to respond to your request and this letter acts as a Refusal Notice for your request.

The following information lists current employees who have been funded by this organisation to attend Common Purpose programmes and who are graduates. There may be other officers and staff who have been funded by other organisations and are Common Purpose graduates who have subsequently transferred to this force.
