Dear Mr Hardwicke Carruthers
Requests for information: CS/08/0120/hjp, CS/08/0114/hjp, CS/09/006/hjp
I have reviewed Ms Pook's decisions in respect of the above requests and endorse them.
You have now exhausted our internal complaints process and if you remain dissatisfied then you can apply to the Information Commissioner to determine whether your request has been properly dealt with.
I note that your practice is to automatically appeal every decision that Ms Pook makes that does not entirely comply with your request. That then necessitates taking up the time of senior management to conduct the review. Despite my letter of 8 January 2009 your flow of FOIA requests to this organisation is unabated. There is no evidence that you are doing anything with this information other than placing the correspondence on a website.
I would again draw your attention to the ICO guidance concerning vexatious or repeated requests (version 4, 3 December 2008). It is increasingly likely that your requests will be categorised as vexatious.
Yours sincerely
